Objective
MOMENTUM is a suite of innovative awards funded by the U.S. Agency for International Development (USAID) to holistically improve voluntary family planning and maternal, newborn, and child health services in partner countries around the world. PSI is the consortium lead on the MOMENTUM Private Health Care Delivery project that seeks to strengthen private provider contributions to vital health care. The project supports private providers and expands public and private partnerships to strengthen MNCH/FP/RH care.
One of the sub-objectives of the program is to strengthen the use of digital solutions to better facilitate coordinated remote stewardship and support of private sector providers in a scalable and sustainable fashion.
We are looking for a team of consultants to undertake a Rapid Ecosystem Assessment exploring remote stewardship and support for private sector health workers and to lead engagement with key stakeholders to identify key challenges, focus areas for remote support and appropriate digital solution(s).
Scope of Work
**The Consultant firm/team will work closely with PSI’s Digital Health and Monitoring team to
- Conduct a Rapid Ecosystem Assessment exploring remote stewardship and support for health workers
a. Undertake a desk review of current digital interventions to connect public health system stewards with private providers in lower- and middle-income countries to identifying interventions that have demonstrated (or show promise) of scale and sustainability;
b. Map key stakeholders and conduct key informant interviews with relevant stakeholders from the Ministry of Health (MoH) and private sector market actors in Kenya, Uganda, Nigeria and Ghana;
c. Compile a rapid assessment report and develop a dissemination slide-deck.

Support identification of a (one) country to pilot the intervention of strengthening remote stewardship and support of health workers through engagement with relevant MoH officials to gauge their interest and commitment.

Support implementation of the country pilot through stakeholder convening and consensus building on key challenges and appropriate digital solution(s) by
a. Mapping key country level stakeholders to be involved in the pilot;
b. Conduct stakeholder workshops to identify challenges, areas of focus for remote support and appropriate digital solutions(s);
c. Develop a collaborative roadmap to strengthening remote stewardship/support for incountry private sector health workers.

Timeline
The assignment which is expected to run from January 11th to June 18th 2021.
Proposal Bidders are asked to provide:
- A technical proposal that
a. Clearly outlines their understanding of this terms of reference a description of how the entire assignment will be undertaken;
b. Demonstrates capability and proven experience in engagement with health sector stakeholders from both the public and private sector in sub-Saharan Africa;
c. Demonstrates that they have relationships/networks to conduct engagement with public and private sector stakeholders in Kenya, Uganda, Ghana and Nigeria. These stakeholders include Ministry of Health, Ministry of ICT, Health worker regulatory bodies and professional associations

A brief profile of participating consultants and their roles, including their technical expertise, their proposed level of effort and daily rate. Full CVs of the proposed team should be submitted as annexes.

A financial proposal with a breakdown of costs of carrying out each phase of the assignment.

Names and contact information of three references who can be contacted regarding relevant experience.

A Company Profile (including all details of the firm). The Consultant’s fee will be paid based on invoices submitted for days worked or work completed.
