The Grants & Contracts Department oversees establishment of organizational award compliance requirements, award negotiation, and compliance training for PSI’s donor/client-funded projects. We are responsible for helping our Network Members and project management staff navigate the complexities of donor/client requirements and the terms and conditions of their awards. We approach award compliance holistically – ensuring the correlation between programmatic, financial, and donor/client requirements.
PSI seeks an Awards and Compliance Officer to help us provide compliance guidance, together with the support of the Senior G&C Manager, to PSI’s Africa Region in the following areas:
- Preaward proposal development compliance support;
- Review and negotiation of prime awards and subagreements;
- Donor/client regulatory compliance guidance;
- Contribution to development of compliance guidance documents reinforcing donor/client requirements, reflecting best practices and award monitoring tools and templates;
- Oversight of prime award approval requirements and subrecipient assessment and monitoring best practices;
- Translation of compliance tools into French and facilitation of comprehension of requirements for Network Member staff as needed.

Responsibilities
Your contribution
Award Administration
The Grants & Contracts Department aims to provide compliance support across the PSI Global Network. Each award is different, and that is how G&C approaches award administration – a tailored compliance approach for each award. At the beginning of each new award, the Officer and Senior G&C Manager work together to review award terms and conditions prior to signature, advise during the negotiation process, extract relevant requirements for Network Members and program management teams, and participate in project kick-off meetings. During implementation, the Officer supports systems to track subaward and prime award terms and conditions and maintains permanent files including prime and subaward documentation. Project closeout rounds out the award cycle, and the Officer, with the support of the Senior G&C Manager, work together to ensure staff understand the entire process. The Officer will maintain an up-to-date awareness of current and changing donor/client regulations, policies and procedures and work towards being able to answer most questions related to commonly referenced regulations with minimal assistance.
Subaward Management Support
As the issuance and complexity of subawards increases at PSI, the Grants & Contracts Department is responsible for the development of tools to be used by PSI Network Members and program management staff, including subaward templates, manuals, pre-award assessments, and monitoring tools. G&C provides guidance and training on the use of these tools. The Officer will help develop these tools and facilitate their rollout and use. In addition, the Officer will conduct regular reviews of subaward documentation for any subawards issued under her/his portfolio of awards in the Award Management System to ensure audit readiness.
Training and Capacity Building
The Grants & Contracts Department focuses on working in conjunction with PSI’s Network Members and program management teams to determine how we can collectively improve compliance oversight for PSI. This is a substantial area of focus for the organization. The Officer may be involved in supporting that effort in terms of the development, organization, and presentation of training modules.
Compliance Support
The Grants & Contracts Department develops recommendations for standard language to ensure consistency of practice for use in awards. We ensure alignment of subagreements with prime award terms and conditions. We conduct regulatory research and develop guidance for Network Members and program management staff in response to questions related to allowability and approval requirements. The Officer would work closely to that end and will also be expected to remain current on donor/client changes within the industry through resource sites, publications, and continuing education. The Officer will act as the “compliance go-to person” for her/his portfolio of awards and will provide guidance and advice to Network Members and program management teams on compliance issues and questions, in addition to other duties as assigned. Qualifications
What are we looking for?
The basics:
- Bachelor’s degree required. Master’s degree preferred.
- 5+ years of increasingly responsible experience in federal and/or private grants/contracts management (Master’s degree may be substituted for experience).
- Written and spoken fluency in French required.
- Ability to compose reports, presentations, memos, emails, and other written documents in an organized, logical, and concise manner. Ability to write well in English and in French is extremely important, as are attention to detail and correct grammar usage.
- Demonstrated project management and organizational skills – especially with time-sensitive work.
- Demonstrated fundamental knowledge of researching and interpreting regulations. Foundational knowledge of the Uniform Guidance, FAR/AIDAR, and other donor rules and regulations regarding implementation of Federal awards is a plus.
- Familiarity with other donors such as The Global Fund, FCDO, KfW, World Bank, UN Agencies, and foundations.
- Proficiency in MS Word and Excel.
- Ability to collaborate and participate in teams with a can-do, positive attitude.
- Knack for exercising discretion.
- References will be required.
- The successful candidate will be required to pass a background check.
