About the role

The HARP Facility is the largest component of the FCDO’s Humanitarian Assistance and Resilience Programme (HARP) which aims to positively influence the way that humanitarian assistance is provided within Myanmar. The HARP Facility (HARP-F) funds and oversees the delivery of FCDO supported humanitarian assistance to crisis-affected people in Myanmar, as well as Myanmar refugees living in border areas of Thailand.

The HARP Facility is looking to contract a full stack (front end/back end) web developer to provide a full-cycle web solution, from prototyping, design and development, then on to support and maintenance.

Deliverables:

The web developer shall provide a full-cycle web solution, which includes the following:

A dynamic website with:

  • A responsive layout to allow for different devices and screen sizes
  • Pages and navigation organized as per the content architecture provided by HARP-F
  • A set of templates for the different types of content, as per the content architecture (at the minimum: basic pages; knowledge library content; stories; data).
  • A look and feel that is in line with HARP-F branding guidelines.
  • Animations for existing data/dashboards to be inserted in some pages
  • One of the most widely-used Content Management Systems (WordPress, Joomla, Drupal)
  • Redirection from the current HARP-F website, in order to keep the same domain https://www.harpfacility.com

An underlying relational database for documents, videos, audio, photos, with:

  • All the files sent by HARP-F, with the suggested tags
  • An interface for end-users to search for, select and view a specific file

Web hosting services

The web developer will purchase hosting services for the HARP-F website from a reputable third party hosting company, in an account held in HARP-F name. Accounts for all third party services, including Google analytics and any API the site may be using – should be held in HARP-F name.

Maintenance

  • Regular technical website enhancements as needed to ensure that all functionalities are fully operational and routinely updated;
  • Remedy any vulnerability, as notified by HARP-F, within 24hours of being notified.

Duration and Inputs

The web developer will work remotely with the Knowledge, Impact and Legacy Team. No travel is anticipated as part of this assignment.

  • Phase 1 of this assignment – web and database development – shall commence on 11th January 2021 and finish on 15th February 2021.
  • Phase 2 – web maintenance, shall commence on 15th February 2021 and finish on 10th January 2022.

Management and Reporting Arrangements

Reporting within the project team:

The web developer will report directly to Senior Learning and Impact Expert.
