Working closely with the Knowledge Management and Learning function (Overseas Operations), the Global Knowledge Information Management (GKIM) department, various Overseas Operations subsets (especially Program Impact and Quality Assurance, and Institutional Donor Engagement and Advancement), the Capacity Strengthening Advisor
* will lead the design and production of external-facing products and initiatives for partner organizations, from assessment instruments to capacity strengthening solutions;
* will lead the expansion of new interactive features in the Institute for Capacity Strengthening (ICS) building on a multi-year investment to make the portal a premier, intuitive, modular source of know-how and exchange for partner organizations as they grow in their leadership and capacity;
* will co-lead a community of practice on partnership, capacity strengthening and local leadership engaging professionals within CRS and including partner organizations’ representatives.

Specific Responsibilities
Overall the Advisor will lead (or co-lead) the design, production and adoption of capacity strengthening products, initiatives, and techniques – such as, Perfecting Partnership and its derivatives involving partner organizations; a blended community of practice; an optimized use of a web based portal to provide access and facilitate use of organization development resources…, – and more specifically,

* Develop a growing range of partner organization-facing custom solutions to strengthen their capacity and leadership (including prime readiness) in the form of interactive e-learning, blended learning, instructor-led training, and both electronic and paper-based/face-to-face support tools, facilitating the appropriate use of media (i.e., graphics, text, animation/screen development, and audio)
* Collaborate with subject matter experts (SMEs) across departments to gather, master, synthesize and organize internal know-how and expertise as the basis for the development of capacity strengthening products for partner organizations
* Lead the expansion of functionalities and utilization of CRS’ Institute for Capacity Strengthening (ICS) as a one-stop shop for partnership and capacity strengthening (PCS) assessment and learning solutions packages.

Develop and manage procedures for the continual updating and improvement of the ICS, including the following illustrative activities:
1) contracting and managing external vendors for ongoing development, maintenance and support;
2) site administration including developing new pages, uploading content, et cetera;
3) providing and analyzing routine reports on site usage;
4) liaison with the Digital Team for ongoing Drupal technical support, and for the potential rebuild of crs.org and ics.crs.org (microsite of crs.org) as these Drupal platforms need updating, et cetera;
5) update and manage internal SharePoint page a nd Yammer channels, including support to the Local Leadership strategic initiative 1.5
* Lead the engagement of the PCS community of practice for internal colleagues and the expansion of such community to include representatives of partner organizations, by leveraging the ICS platform
* As assigned, supervise team consultants in day-to-day operations, including development of workplans, deliverables, and performance management.

Education and Experience
* MA degree in organizational development, non-formal education, instructional design, or a minimum of 5 years’ equivalent experience required.
* Experience using cloud-based software for virtual collaboration and learning
* 5-7 years of hands-on experience in design, delivery, monitoring and evaluation of capacity strengthening interventions using various pedagogical and learning modalities.
* Knowledge of graphic design principles and use of technology to support graphic design (i.e., Adobe Photoshop, Adobe Illustrator, etc.)
* Demonstrated knowledge of project management, technology-based delivery systems, localization, and software troubleshooting
* Fluency in English and French required
* Experience working with international development organizations preferred
* Understanding of, and willingness to work within, Catholic Church structure and policies.

* Demonstrated ability to analyze needs and apply appropriate instructional systems design processes for variety of technology-supported performance support solutions
* Ability to quickly analyze complex content and interview subject matter experts (SMEs)

* Ability to find unconventional solutions and approaches
