Main purpose of job:

To play a leading role facilitating greater trade between the UK and the Republic of Korea. You will have an excellent understanding of a wide range of market access issues (tariff and non-tariff), and liaise closely with the wider Embassy staff, UK and Korean Ministries, the business community and the European and British Chambers of Commerce in Korea (ECCK and BCCK).

As the UK prepares to bring into force the UK-Korea FTA from 1 January 2021, you will have an important role to play supporting a smooth transition from the EU-Korea Free Trade Agreement to the bilateral agreement, maximizing FTA uptake and facilitating implementation, including supporting FTA committees.

Focussing on digital trade policy, you will work with colleagues across the embassy in support of the UK’s new Digital Trade Network.

The ideal candidate therefore would be flexible and able to balance a number of competing priorities, someone with experience of trade and digital. Roles and responsibilities / what will the jobholder be expected to achieve?:

Market Access (50%)

  • Support advocacy on priority market access issues (Non-Tariff Measures). Take the lead, when necessary, with the companies concerned. Briefing Embassy/HMG colleagues.
  • Work on the Embassy’s Market Access Digital Service. Liaise with Embassy, DIT, business ECCK and BCCK colleagues to maintain an accurate, prioritised record of market access issues, develop mitigation strategies.
  • Attend both internal and external market access meetings, including with business and Ministries. Provide clear summaries of the key issues and actions to be taken.
  • Develop networks of relevant stakeholders (on market access & trade facilitation issues). Foster close relationships with the group.
  • Intellectual Property: work with UK companies and Korean contacts to understand and tackle barriers.
  • Customs: Take lead on understanding import processes and practices – developing good relationships with relevant Korean authorities, providing advice and answering queries of UK companies.
  • Support the bilateral UK Korea trade talks and other trade policy initiatives. Work closely with Embassy colleagues and the BCCK to ensure that businesses are fully informed of progress and changes – where appropriate.

Digital Trade (30%)

You will support the new Digital Trade Policy lead as they: explore opportunities for new digital agreements with South Korea, establishing strong working relationships across relevant Korean government ministries, private sector organisations, academic institutes and think tanks; Collaborate with South Korea to progress UK multilateral digital trade policy objectives, in particular through the WTO; help to identify UK priorities for digital trade policy in Korea, and develop increased understanding of the impact of improving market access and increasing trade efficiency through digitalisation.

FTA Implementation (15%)

  • Invovlement in preparation for the sectoral committees as part of the UK-Korea FTA architecture.

Corporate (5%)

  • Play a role in the wider corporate activity of the Embassy, including crisis preparedness.
  • Supporting L&D for Embassy colleagues in relation to Market Access issues.

  • Experience working in trade policy or market access
  • Strong communication skills
  • Fluent written and spoken English and Korean
  • Ability to work with a wide variety of stakeholders and to take initiative
  • Attention to detail
  • Flexibility, and able to balance competing work priorities
  • 2 years work experience

  • Experience in the UK or Korean digital sector
  • Experience working with government (Korean, UK or other)
  • Experience with project work
