Organization’s introduction
UOSSM France (Union of Medical Care and Relief Organizations) is a member of a coalition of humanitarian, non-governmental and medical organizations from the United States, Canada, United Kingdom, Germany, the Netherlands, Switzerland and Turkey. UOSSM is committed to provide quality healthcare and humanitarian relief to victims of crises, with a particular focus on the Syrian context. The Organization was founded and started its activities in response to the Syrian crisis in early 2012, enabled due to the commitment of medical doctors and members of the Syrian diaspora in Europe and North America. Today, it is one the largest medical NGOs active inside Syria. UOSSM provides humanitarian and medical assistance to all Syrian victims of war regardless of their religion, ethnicity, or political affiliation.
Background:
After nine years of war the health infrastructure suffered major damage, as hospitals and health care centres were destroyed. Of 279 recorded public health centres in NES only 26 are fully functioning while, according to the Health Resources and Services Availability Mapping (HeRAMs) from Q4 2019, no district in NES meets the emergency threshold of at least ten beds per 10,000 people and just one district is home to sufficient doctors, nurses and midwives to meet emergency thresholds of at least 22 health care workers per 10,000 people. Even compared to other areas of Syria, health care capacity in NES is considered particularly low.
In 2016 WHO and partners developed an Essential Health Service Package (EHSP) for northern Syria, which is based on PHC. The package considers preventive and curative health services to address the health needs of populations affected by conflict. The package identified community health workers (CHWs) as one of the cornerstones of comprehensive primary health care approach by providing low-cost primary health care services at the community and household level to protect and promote public health and link community members with primary health care facilities.
Among the major barriers to access and utilization of primary health care services during emergency are a weak or destroyed health infrastructure, physical inaccessibility, displaced populations, an insufficiently trained health workforce, lack of after-hours access to providers, limited availability of information, inadequate referral and support to primary health care, and insecurity in addition to the spread of the Coronavirus, CHWs can address many of these barriers, such as improving access to primary health care and continuum of care, linking health care systems with communities.
Position summary and Overall goal :
UOSSM France is looking for a 15 days contract of Trainer of Trainers for Community Health Worker. The training program aims to increase the competences of Sawsan staff, the community health workers and health coordination team, working in the community health field. That will enable the participants to apply the package was developed and validated by WHO and GZT health cluster within Sawsan healthcare facilities, in addition to improve their training skills to transfer this knowledge and skills to another CHWs. **
Course Objectives
- Understand the complex definition of, roles and responsibilities of Community Health Worker
- Define community outreach and engagement and learn the importance of community outreach of delivering services.
- Identify the target community and come up with an outreach plan
- Recognize and refer serious illnesses and those who cannot care for themselves.
- Define the importance of communication with community and team members and describe the main methods of communication and improve written, verbal and non-verbal communication skills.
- Identify documentation requirements expected of Community Health Workers at their organization, and Use appropriate techniques to document patient encounters.
- Identify the importance of effectively assessing patients’ needs and the tools and procedures required.
- Describe the basic concepts of reproductive health and provide clients with family planning services and referrals
- Ability to provide counsel and refer clients for safe motherhood and care of the newborn
- Ability to provide counsel and refer clients for reproductive tract infections and Sexually Transmitted Infections
- Explain the basic principles of infectious disease transmission
- Recognize, prevent, support, and care of patient with respiratory infections and vector-borne, food- borne, and blood-borne diseases.
- Explain the COVID-19 transmission, symptoms, prevention, community education and recommendation for treatment.
- Recognize, prevent, support and care of patient with non-communicable diseases (obesity, hypertension, heart failure, cardiovascular disease, chronic respiratory diseases, diabetes, cancer, and psychological first)
- Enhance healthy living and promote wellbeing behavior (personal and household hygiene, physical activity, health nutrition, controlling stress, avoid or reduce cigarettes use, healthy environment, and first aid for household accidents)
- participants have understood the basics of adult learning and are able to train a group in full respect of the methods, techniques, and tools for adult learning. For regular trainers: participants are also able to identify training needs, to design a training session and to ensure a proper follow-up of a course both for the clients (evaluation) and for the trainees (knowledge transfer).

Scope of Work & Responsability:
The following are key deliverables expected of this assignment and within the specified period:
- Initial inception report detailing the methodology to be used to train staff.
- Updated CHW training package materials, including facilitation guides, power points presentations, handouts and evaluation formats including (pre and post test).
- A detailed work plan.
- A full report of the training, lessons learned in process and follow up action plan.

Skills and Experience Required:
- Medical doctor or public health degree
- Certified CHW trainer.
- At least 5 years’ experience working in Outreach Workers program at national level.
- At least 5 years’ experience working in the area of CHWs program.
- At least 3 years’ experience in designing and implementing the training programs for CHWs
- Experience in designing IEC materials for CHWs program
- Effective teaching and communication skills and the ability to transfer technical knowledge and skills.
- Report-writing skills (in English).
