Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

The International Commission on Missing Persons (ICMP) is the only international organization tasked exclusively to work on the issue of missing persons. Syria/MENA Program ICMP’s Syria/MENA program aims to establish the foundations for an effective and sustainable mechanism to address the issue of the missing in a future post-conflict Syria. The program focuses on the following:

  • Contributing to increased understanding among victims, civil society and key stakeholders regarding processes, standards and rights of victims and survivors who are involved in accounting for missing persons;
  • Establishing the conditions to launch a participative process of data collection that empowers and engages families of the missing; and
  • Increasing the capacity of Syrian families, legal experts and other stakeholders to foster an impartial and law-based approach to accounting for missing persons in post-conflict Syria.

The primary beneficiaries of the Syria/MENA program are families, in particular women, with relatives missing from the conflict, who are currently displaced in neighboring countries and, also where possible, those who are still in Syria.

Position Background

Under the overall guidance and supervision of the Head of Program (Syria/MENA) and in close consultation with the Program Coordination and Impact Unit Manager at HQ, the main duties and responsibilities are the following:

  • Ensure all 3rd party grants meet the compliance policies of both ICMP and the funding partner in terms of financial and administrative requirements and protocols
  • Contribute to the design and planning of the sub grant cycles in the program in full compliance with ICMP policies
  • Conduct the security assessment of applicants and administering the selection process of grantees
  • Coordinate training for grantees in project management and ICMP procedures
  • Negotiate with grantees during the pre-award process
  • Develop, coordinate and implement programmatic and financial monitoring and evaluation plans for Small Grants projects
  • Identify problems and implement remedial measures during the implementation of projects
  • Identifying problems and requesting the necessary political, legal, programmatic and administration advice as appropriate
  • In coordination with the PCI Unit consolidating, reviewing and approving interim and final financial and programmatic reports and preparing documentation for the close-out of projects
  • Preparing the necessary reports and documentation for internal, donors or general use related to sub grants activities
  • Maintaining an archive and relevant documentation on sub grants in coordination with civil society initiatives and data coordination staff
  • Contributing to the development of methodologies, indicators and templates to monitor and evaluate sub grants projects across the organization
  • Promoting and participating in fostering open-mindedness and a culture of learning – including learning and evaluation activities to guide the evolution of programmatic work – seeking to continually ask hard questions, gather independent and rigorous data and evidence about effectiveness of sub grant strategies, and help adapt policies and practice as needed;
  • Other related duties as assigned

Requirements

  • Educational qualifications in Law, Business or non-profit Administration or relevant discipline
  • At least six years of related experience in grant administration, development or similar areas .
  • A minimum of two years of experience in the management of grants for civil society and community organizations at an international grant-making institution
  • At least one year of experience compiling grant performance reports and project
  • Demonstrable awareness of the issue of missing persons in the MENA region
  • Excellent planning and prioritization skills, including the ability to think and operate strategically
  • Demonstrable understanding of the context of operation of civil society organizations in the MENA region
  • Detailed oriented and superb planning and project management skills.

Mandatory Requirements

  • Professional fluency in written and spoken English and Arabic; Knowledge of French is desirable
  • Proficiency in Microsoft applications, including Word, Excel and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Ability to travel at short notice and to work flexible hours including weekends and evenings
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.

Benefits

This is a full-time position with a competitive base salary at the LES 6 level on the ICMP Syria/MENA salary scale, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent.

This position is not eligible for expatriate allowances.
