Program overview:
DT Global is currently partnered with Proximity International to implement Building Resilient and Inclusive Communities in Conflict (BRICC). The program aims to advance the BRICC Resilience Objective (RO) of fostering resilience and stability in conflict- affected communities across Syria to prevent the re-emergence of extremist groups such as ISIS; countering the influence of malign actors such as Iran; empowering communities to negotiate a peaceful resolution to the conflict; and paving the way for safe, dignified, and voluntary return of internally displaced persons and refugees. The Syria Livelihoods TO will advance the RO by delivering services to achieve the BRICC IDIQ Intermediate Result (IR) 3: Livelihoods restored, and local economies revived. The program is seeking to hire Activity Manager(s) to support in implementing the Program’s objectives.
Position Summary:
The Activity Manager is responsible for development and implementation of activities in Syria working remotely from Amman, Jordan. The Activity Manager will lead development of assigned grant proposals, including both the technical narrative and the budget, and will work with the Syrian staff in Syria to monitor all aspects of implementation, track potential issues and progress toward completion of activity objectives and strategies, as well as ensure compliance with requirements of the grant agreement, all applicable USG regulations in close coordination with the Grants Director (GD).
Primary Responsibilities:

- Engage with Syrian local partners to develop concepts for proposed activities to be implemented in Syria as part of BRICC TO2 scope of work and with close collaboration with the Syrian staff in Syria. This collaborative process is meant to allow Syrian IPs to identify their community priorities with regards to stabilization and governance.
- Oversee the activities and participate in subsequent review processes with a focus on ensuring transparency, accountability, and effectiveness of proposed program interventions;
- Work with the BRICC TO2 Grants Director and the Director of Finance & Administration (DFA) to collect and maintain appropriate “audit ready” programmatic records and documents related to grant activity and implementation.
- Work with BRICC TO2 Syria-based M&E teams and contribute to donor required reporting products, compilation of success stories, quarterly, and annual reports;
- Take part in required assessments, as may be determined with or requested by the Grants Director or the DFA, that may contribute to development of strategic approaches for achieving program goals or other research and assessment requirements;
- Other duties, as may be assigned by the BRICC TO2 Grants Director, consistent with the overall fo-cus of the assignment.Development
The Activity Manager will work with Syria-based NGOs and entities to determine stabilization and governance needs in their communities and translate them into activities and projects.
- Support and train IPs in drafting, editing, and submitting activity concept notes and risk assessments in coordination with the Grants Director and Director of Finance & Administration for final review by BRICC TO2 Chief of Party and submission to USAID/Jordan;
- Develop the final activity proposal package for each proposed grantee. This package will include; technical narrative, theory of change, sustainability plan, risk matrix and grant budget consistent with the related objectives and expected outputs of the BRICC TO2 goal and objectives;
- Ensure proper negotiation of terms and conditions for grants and modifications, as necessary, with focus on analyzing budget estimates to ensure costs conform with USG regulations, and BRICC TO2 regulations and policies.
- Implementation
- The Activity Manager is the primary point of contact for the grantees in Syria. As such, he/she will play a key role in training the grantees to implement and submit compliant & timely technical & cost proposals. Under this section, the Activity Manager will:
- Prepare grant agreements for signature;
- Ensure grantees receive and understand relevant USG regulations applicable to BRICC TO2 program implementation, policies, procedures, and reporting requirements;
- Ensure grant disbursements conform with approved budgets and agreed-upon grant disbursement schedules;
- Track grant implementation against approved work-plan and highlight any deviation or delays;
- Review grant financial reports, grant payment documentation, and associated payment requests for submission to the Director of Finance and Administration for final review;
- Ensure the timely submission of all deliverables;
- Ensure all expenditures are within agreed upon budgets;
- Monitor all grant cash-flow requirements;
- Monitor implementation of grants, and ensure activities contribute to broader BRICC TO2 objectives and USAID’s IRs;
- Ensure all project deliverables are collected, and grantees submit required weekly programmatic re-ports;

Review and approve the quality and completeness of technical deliverables to ensure expected out-puts and objectives are achieved.Closeout:

Work with the Monitoring and Evaluation unit to ensure all pertinent documentation is archived and activities closed in a timely, successful manner;

Complete Grantee Exit Interviews to capture lessons learned, recommendations, and best practices related to BRICC TO2 partners and activities.Education & Minimum Qualifications:

A bachelor’s degree in a relevant field such as, but not limited to, international development, and international finance;

At least five (5) years of progressively responsible relevant work experience,
-
Which includes at least two (2) years working in a developing country experience;
- Experience in stabilization or post-conflict environments, particularly with program and grants development in these environments;
- Experience in contract/grant management;
- Experience working in a multi-cultural environment with a diverse staff;
- English language writing and oral communication skills on matters germane to this scope of work;

Experience coordinating the implementation of activities working on sensitive stabilization or political transition objectives with other stakeholders.Preferred Qualifications:

An advanced degree in a relevant field such as but not limited to MBA, international development, international relations;

Fluency in English and ability in Arabic preferable;

Interest and background in stabilization and transition programs;
