The American Red Cross Indonesia Delegation is looking for qualified candidate to fill the following position:

- Reports to : AMEE Regional Director at Bangkok Office
Organizational Context
The American Red Cross (AmRC) helps vulnerable people and communities around the world prepare for, respond to, and recover from disasters and humanitarian crises through mobilizing the power of the International Red Cross and Red Crescent Movement. We are a member of the International Federation of Red Cross and Red Crescent Societies (IFRC). Currently the American Red Cross has several disaster preparedness and organizational development programs funded through USAID/BHA and private philanthropies in Indonesia and contributes funding and technical support to response operations. The American Red Cross collaborates with the Indonesia Red Cross (PMI), who is our local implementing partner. We adhere to a collective impact model in order to leverage technical, operational and cost efficiencies in partnership with our Red Cross Movement partners including IFRC in our support to further augmenting PMI’s capacities to be the most effective humanitarian organization in Indonesia.
Job Purpose
The position holder will be direct report to AMEE Regional Director American Red Cross, responsible for Delegation Office in Indonesia and assure successful implementation of our Strategic Partnership Plan (SPP) and Partnership Engagement Strategy (PES) with PMI.
Job Duties and Responsibilities
Representation and Program Development
- Lead, advise on and directly contribute to transition to collective impact and implementation of SPP and PES in consultation with regional and HQ colleagues assuring full ownership and involvement of PMI;
- Develop strategies and program initiatives in collaboration with PMI, AmRC, donors and partners;
- Provide input in development of project proposals and project redesigns, with a focus on incorporating lessons learned, promising practices, and in alignment with AmRC strategic direction
- Coordinate effectively with PMI, AmRC management, partners and technical sector colleagues and consultants;
- Represent AmCross at internal and external meetings, technical and coordination meetings, ceremonies and Red Cross Red Crescent functions;
- Network and establish functional relationships with key stakeholders, government agencies, NGOs, and colleague’s movement-wide;
- Provide Regional and HQ AmRC staff context and portfolio specific updates, presentations and reports;
- Lead staff meetings ensuring all staff are updated on key strategic issues, organizational policies and support needs;
- Assure proper institutionalization of strategic and technical doctrine, guidelines and policies as developed by AmRC and Movement partners and assure synergies with and relevant application of PMI, host government and local technical guidelines and initiatives;
Delegation and Program Leadership
- Responsible for overseeing all AmCross projects, initiatives and staff;
- Provide inputs to strategic planning process, achievement of activity targets and required modification of program and partnership objectives
- Responsible for decision-making in overall project implementation;
- Ensure quality project management techniques are applied to all aspects of funded initiatives that includes, but not limited to, applying best practices in program design; monitoring of project implementation; ensuring effective monitoring and evaluation; and timely reporting and relevant analysis;
- Direct the planning, forecasting, and budgeting process in partnership with finance staff including conducting regular budget reviews so as to ensure appropriate and timely program spending for all projects and for Delegation as a whole;
- Ensure the terms of project agreements and all organizational and donor compliance, rules and regulations are adhered to;
- Identify, develop and support AmRC and partner capacity building requirements;
- Provide periodic, accurate, and professional (narrative and financial) progress reports to management and other stakeholders as required;
- Ensure professional administrative and logistics support is given to AmRC programs;
- Keep abreast of disaster management and preparedness issues, organizational development knowledge and tools, as well as climate change and health in emergencies initiatives, find ways to incorporate such initiatives where relevant to programs;
- Contribute to knowledge sharing, coordinating production of documentation for case studies and lessons learned;
- Conduct field visits to project sites on a regular basis for monitoring, provision of hands-on support and quality assurance;
- Serve as lead focal point for security plan, responsible for staff security and for updating security plan annually
Staff Management
- Directly manage all program and operations staff;
- Ensure staff are oriented on program strategies, expectations, and own roles and responsibilities;
- Ensure all staff have the competencies and support to effectively complete own objectives and tasks as well as provide technical support to PMI;
- Supervise and coach staff, provide performance reviews and promote a learning environment;
- Be mindful of staff wellness and induce a culture of transparency, problem solving, and teamwork;
- Identify and select appropriate skills development opportunities that would enhance staff capacity.
Job Requirements
Education
- Master’s Degree in management, Social Science, Disaster Management, Organizational Development and/or relevant field
- Bachelor’s Degree in management, Social Science, Disaster Management, Organizational Development and/or relevant field
Experience
- At least 15 years’ experience with 7 or more years management experience
- At least 7 years’ experience with program design and project management; ability to design and manage all stages of disaster risk mitigation, preparedness, recovery and rehabilitation projects and/or organizational development
- Experience studying, training and working outside of Indonesia
- Demonstrated success in proposal writing and securing funding
- Experience identifying and establishing institutional capacity building initiatives, particularly for local partner organizations
- Experience collaborating with government agencies, international organizations and working through local implementing partners
- Experience in donor/partners relationship management. Must have experience with USAID or USAID/BHA funded projects
- Proven field work experience in disaster response operations or similar contexts
- Understanding of and/or experienced with Red Cross and Red Crescent Movement

- Excellent skills in budgeting and financial management
- Proven leadership and relationship-building skills and ability to build and motivate diverse and talented groups
