Summary of Program:
USAID Takamol has been dedicated to gender equity and women’s empowerment at policy, national, and community levels in Jordan since 2014. USAID Takamol partners with the Government of Jordan (GoJ) and civil society to support national efforts to incorporate gender considerations into policymaking in order to achieve equal rights and opportunities for men and women. With expertise and outreach from civil society partners, Takamol supports the GoJ to address gender priorities related to access to justice, political participation, inclusive education, and economic empowerment. USAID Takamol empowers Gender Focal Points, strengthens gender mainstreaming within institutions, provides grants for civil society advocacy, and convenes a Community of Practice with the objective of enhancing gender equity. The program is funded by USAID and implemented by IREX, an international nonprofit organization that builds a more just, prosperous, and inclusive world
Background of Consultancy:
USAID Takamol is seeking a flexible consultant with excellent evaluation and report-writing skills to support assessments and final reporting. During the final months of the project, USAID Takamol will be conducting a large number assessments to integrate into learning reports, communication products, and the final report. The consultant should be able to quickly design and implement surveys and/or interviews, and produce high-quality analytical reports on the findings. Strong qualitative analysis skills are desired. The consultant’s level of effort is expected to vary over time and be engaged through April 2021. Depending on applicant backgrounds and availability, Takamol may utilize multiple individuals to fulfil the following scope of work.
Scope of Work:
In coordination with USAID Takamol, the consultant will

Collect data for through interviewing participants and stakeholders and/or observing activities in order to surface evaluation and learning findings.

Develop surveys and interview questions with USAID Takamol to assess activities and long-term partnerships.

Write analytical reports of survey and/or interview findings.

Editing support in Arabic and English, as needed.
Preferred Qualifications:

Experience conducting interviews for the purposes of monitoring and evaluation, and producing qualitative analysis;

Excellent writing and editing skills in both Arabic and English; The consultant must be able to quickly write at a professional level in both languages with little need for further editing;

Demonstrated experience producing analytical reports assessing the impact of development activities;

Strong oral communication skills and the ability to ask insightful questions to gather more information;

Working knowledge of Microsoft Office software;

Familiarity with gender equality programming preferred but not required.
