The objective of the consultancy:

The objective of this consultancy is to undertake key monitoring activities across the life of the FCF|REACT Cash & Livelihoods program. This will include:

  • Establish the baseline for the FCF|REACT Cash & Livelihoods program for the project indictors as identified in the MEAL framework. This will be done in two parts – an initial baseline for the child protection/cash component of the MEAL Framework, and a second baseline for the livelihoods component of the MEAL Framework, which will be implemented later.
  • Inform the confirmation or adjustments of indicators and targets under the FCF|REACT Cash & Livelihoods program.
  • Undertake post-distribution monitoring for the cash component of the program to understand how the cash transfers are being used by households, the outcomes it is having in households, and to identify any unintended safety and equity issues in the distribution.
  • Conduct an end line evaluation to populate final values for the project MEAL framework indicators and determine the extent to which the program objective and outcomes were met.
  • Throughout, generate strategic evidence to contribute to the FCF|REACT Learning Agenda.

Please see Annex 1 for the list of indicators that will be collected through the primary data collection under this consultancy and the monitoring activity (initial baseline, livelihoods baseline, first and second post-distribution monitoring, end line) that it is expected they will be collected through.

Consultant(s) Qualifications:

  • Advanced university degree in development, sociology, social sciences, child welfare, social work, food security, livelihoods or related field of study
  • At least 10 years of working experience in development work or other relevant field, comfortable working across cultures and familiarity with language translation issues. Contextual familiarity with child protection and welfare sector in Cambodia and/or food security and livelihoods sector is strongly preferred
  • Prior experience in conducting baseline surveys/post-distribution monitoring/evaluations, as well as demonstrated experience in leading research/evaluation teams
  • Strong analytical, synthesis, and report writing skills, as evidenced through quality of previously-written proposal or report
  • Value for money (budget proposal)

The Consultancy Period: January 2021 – December 2021
