PURPOSE of Assessment
UNRWA wants to better understand the impact of its community based activities for prevention and response to GBV and CP, whether they meet the self-stated needs of those most at risk and build a strong foundation for prevention and mitigation, and how effectively they engage and involve community members in identifying and addressing risks.
Results from the assessment will be used by UNRWA, NGO partners, women and girls committees and men groups to adapt the programme and plan further activities.
OBJECTIVES of Research

Identify good practices, challenges, and where activities need adapting to better foster community engagement on GBV and child protection prevention and response, including through work with women and young women committees and other women community actors, men and community leaders.

Propose a vision for the sustainability of community engagement on GBV and child protection prevention and response.

Identify potential for clearer synergies with other UNRWA services.

Propose outcome indicators and potential ways to better measure the impact of community-engagement activities.
DELIVERABLES AND TARGET COMPLETION
The consultant shall submit the following to UNRWA’s Protection Unit:
a) Work Plan in English after discussion with UNRWA’s Protection Unit submitted no later than the second week after signing the contract;
b) Focus group questions and plan no later than the second week;
c) Draft report and recommendations including M&E tools in English no later than the 9th week;
d) Submit Final Narrative Report in English no later than the 12th week. Indications on expectation of the final report will be provided by UNRWA;
e) Submit Financial Report upon issuing each invoice.
Description of Duties and Responsibilities
In consultation with UNRWA’s Protection Unit, the consultant is to perform the following tasks:
a) In consultation with UNRWA’s Protection Unit, the consultant will design and adhere to a detailed 12 weeks’ Work Plan and methodology in English submitted to UNRWA no later than the 2nd week after signing the contract;
b) Carry out interviews and focus groups according to the plan agreed with UNRWA (Approx. 32 focus groups; approx. 20 KIIs.)
c) The consultant is to provide a draft report and recommendations in English no later than 9 weeks after signing the contract; feedback from UNRWA should be incorporated no later than the end of the 11thweek, with a final report due on the 12th week.
d) No later than 10 weeks after the start of the consultancy, the consultant should propose appropriate outcome indicators and potential ways to measure them. All information is confidential and the property of UNRWA;
e) If appropriate, the consultant is to provide Financial Report upon issuing each invoice and should adhere to any budget agreed with UNRWA.
