Position Summary:
Creative Associates International is accepting applications for Deputy Chief of Party (DCOP) for the anticipated USAID-funded youth workforce development, employment and inclusion opportunity in El Salvador. The DCOP will provide technical and administrative leadership and expertise for the project, develop strategies, and oversee the design and implementation of technical assistance. The DCOP will assist with key administrative management and will perform other duties assigned by the COP and represents the project in the absence of the COP.
Reporting & Supervision:
The Deputy Chief of Party will report to the Chief of Party, and supervise several technical project staff.
Responsibilities
Primary Responsibilities:
- Works under the leadership of the COP to support the technical teams in the implementation of project activities in youth workforce development and employment;
- Provides technical direction and guidance to the technical team members, working with the COP to craft technically-sound programming;
- Coordinates day-to-day project management and implementation of the project to ensure stated goals, objectives, and deliverables are met;
- Supports work planning and budgeting, project management, reporting, and monitoring and evaluation;
- Serves as a liaison with USAID/El Salvador on management and technical matters, and represents the project with key stakeholders and beneficiaries, in the absence of the COP;
- Manages technical and administrative staff in support of project outcomes; and
- Supports project offices that may be established in other cities in the country.
Required Skills & Qualifications:
- Bachelor’s degree in international development, education, management, or any other relevant field is required. Master’s or interdisciplinary post graduate coursework or in communications, monitoring and evaluation methodologies, economics, law, or relevant subjects would be desired.
- Minimum of 10 years of experience required, 7 of which preferably working in the implementation of international development projects in a management capacity, demonstrating a combination of work experience in issues such as: life and employability skills, training, capacity building, strengthening youth leadership and engagement, and job insertion
- Demonstrated ability to manage consultants and staff, for the implementation of programs required.
- Demonstrated ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance required.
- Excellent written and oral communication skills in Spanish and fluency in English required.
- Prior experience working on USAID-funded projects and strong knowledge of USAID regulations desired
- Experience in working with private sector and host government officials.
- Excellent communication and presentation skills and networking abilities.
