The Tonga Health Systems Support Program (THSSP), established in the Australian Department of Foreign Affairs and Trade (DFAT), is seeking a long-term adviser to support the Ministry of Health in Tonga in strengthening health planning and governance.

The Opportunity

The adviser will be based in Tonga, with mobilisation when travel is permitted. The adviser will provide remote support in the interim.

Embedded within the Division of Corporate Services, the adviser will provide technical assistance, capacity building, and advice to the Director, the Division, and other sections of the Ministry of Health, in health planning, budgeting, monitoring, corporate governance, and other strategic priorities, with an aim to improve the efficiency, quality and equity of health services delivery.

Key duties will include:

  1. Improve MoH planning, budgeting, and monitoring capacity

  2. Strengthen MoH governance and accountability

  3. Facilitate transition planning from THSSP Phase 2 to THSSP Phase 3

  4. Support DFAT and MoH strategic priorities and cross-cutting issues

  5. Report on progress as required by DFAT and MoH

In addition, the adviser will undertake specific duties as directed by DFAT. The adviser will work under the direction of the Director of Corporate Services, Ministry of Health. The successful applicant will work as part of a technical assistance team and duties may change from time to time according to the needs of the Ministry of Health and DFAT.
