Overview

Creative is preparing for the U.S. Agency for International Development’s (USAID’s) upcoming Supporting Democratic Elections, Governance, and Political Processes Globally leader with associates award (LWA) activity. The Supporting Democratic Elections, Governance, and Political Processes Globally LWA will build upon ongoing work by USAID to empower local partners to build resilient government institutions, political parties, and electoral processes in fragile states and developing democracies.

Job Description:

Creative seeks qualified technical experts to serve as full-time, long-term staff in the following capacity:

The Elections and Political Transitions specialists should demonstrate deep technical expertise in the field of elections and political transitions with substantial experience managing related USAID-funded programs. The Specialists will be responsible for the technical leadership and in-country management of future programs to be awarded. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.

Responsibilities

Primary Functions and Responsibilities:

  • Serve as principal liaison with donor representatives, host government counterparts and community stakeholders on program communications and technical implementation activities;
  • Provide technical direction, leadership, and oversight of all administrative matters;
  • Provide technical support to the team in all program areas;
  • Develop and implement work plans for project activities;
  • Oversee implementation of project monitoring and evaluation activities and ensure that project results are met;
  • Supervise development and submission of project deliverables and provide timely and accurate reporting and briefings to Donor/Stakeholders on all program areas;
  • Ensure compliance with all terms of the project contract and all relevant donor rules and regulations;
  • Oversee implementation of Creative’s security protocols and provide leadership in handling security-related issues; and
  • Manage the program team in a manner that is open and respectful and encourages professional development and solicits constructive staff input.

Required Skills and Qualifications:

  • Bachelor’s degree required; advanced degree preferred;
  • At least 10 years of experience in international democracy, political processes, and/or governance fields;
  • Substantial experience with the design, implementation, and/or evaluation of elections and political transitions programs funded by USAID;
  • Strong Familiarity in the following areas:

  • Promoting meaningful participation of all citizens in the political systems, including women, youth, and other traditionally marginalized groups.

  • Harnessing the comparative advantages of media and technology to promote citizen understanding and engagement and transparent political competition while preventing and mitigating the effects of disinformation.

  • Supporting meaningful transition processes that establish positive precedents for effective democratic governance.

  • Promoting the integrity of elections as a sustainable vehicle for peacefully and democratically choosing leaders.
  • Facilitating the ability of elected political actors to fulfill their responsibilities to citizens through better governance practices.
  • Promoting competitive and representative multi-party political systems.
  • Ensuring respect for the application of impartial legal frameworks and compliance by political actors;
  • A demonstrated record of achieving quality results through:

  • The mainstreaming of gender considerations.

  • Developing and leading sustainable development efforts involving local and regional organizations and actors.

  • Designing innovative programmatic approaches to solve development problems in the area elections and political transitions;

  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up and close-out;
  • Excellent communication and interpersonal skills; and
  • Strong analytical and report writing capacity.
