With 25 million people in need, the DR Congo is one of the largest humanitarian and protection crises in the world. Conflict continues to cause millions to flee their homes. Food insecurity is on the rise and the COVID-19 is producing increased challenges for the people of DR Congo with the secondary impact putting an even greater strain on the most vulnerable.

DR Congo is NRC’s largest operation in Central and West Africa, with programmes in Petit Nord Kivu, Grand Nord Kivu, Sud Kivu, Ituri, Kasai, and Tanganyika and a team of over 400 dedicated humanitarian workers. In 2019, NRC’s teams assisted over 600,000 people through a multi-sectoral response across the displacement cycle. NRC runs a large market-based emergency response, in addition to a range of rights-based programmes to promote stability and pathways to durable solutions. NRC in DR Congo is piloting a Humanitarian Mediation Programme that seeks to explore new ways to prevent people from being forced to flee.

The Protection Specialist will report to the Head of Programme.

Role and responsibilities

Compliance and adherence to NRC policies, guidance and procedures

Provide overall technical support to the protection team

Ensure that the programme objectives, outcomes and deliverables are achieved

Develop the Protection strategy, including Macro LFAs

Identify new trends and technical standards and ensure NRC’s adherence and compliance in line with global and regional strategies for protection work

Contribute to fundraising; identify donor priorities & trends and develop and revise funding proposals & budgets by provide technical input to donor proposals and reports and ensure compliance with contractual commitments

Lead and coordinate the advocacy strategy related to the rights of displaced people, access to education and HLP issues

Provide technical direction and project implementation support in line with the protection policy, roadmap and global strategy for protection work within NRC

Lead the integration of safe programming across all NRC DRC programmes through technical support, planning and capacity building of NRC teams.

Promote the rights of NRC beneficiaries, the respect of Humanitarian Principles and national protection strategies

Support in the analysis of needs and gaps within the NRC DRC mission

Support all NRC Core Competencies in DRC in integrating Safe Programming Minimum Standards across programs at all levels

Qualifications

Minimum 4 years of experience within technical expertise area (protection, humanitarian mediation/community conflict resolution, advocacy) in a humanitarian/recovery context

Experience from working in complex and volatile environments

Documented results related to the position’s responsibilities

Knowledge about own leadership skills/profile

Fluency in English and French, both written and verbal

Knowledge of the DRC humanitarian context

Experience in team capacity building

Experience in community based and participatory programme planning approaches

Good understanding of key technical standards (IASC, protection mainstreaming, IHL, gender, humanitarian mediation and humanitarian principles, donors markers on gender and disability etc.) with the ability to integrate them into programming.

12 Months of full-time contract

A Competitive salary and benefits according to International staff terms and conditions, including contributions to a pension fund

Grade: 9 in NRC’s grade structure

Duty station: Goma, DR Congo with 40% travel to the field

Start date : 1 March 2021

An approved health certificate will be requested before the contract start!
