The Consortia Manager heads up the consortia coordination unit (CCU) – the secretariat servicing the consortia; and reports to the Head of Operations. This position is responsible for strategic advice on the management and direction of the consortia programme(s), the operational management and implementation of the project(s), including project implementation in terms of coordinating delivery and the inputs from consortium members.
The Consortia Manager will facilitate the strategic development of consortia programmes, responsible for forging strong relationships with and between consortium members, donor(s) and other relevant stakeholders, as well as ensuring compliance with donor contractual requirements, and NRC and/or Consortium internal procedures.
Generic responsibilities

Facilitate the development of a multi-year funding strategy, programme forecasts and identify funding opportunities, taking particular account of changing donor priorities.

Oversee the multi-INGO consortia, including the strategic advice and development of the consortia.

Develop project proposals in collaboration with relevant consortium member staff and coordinate input for reporting to donors.

Ensure full compliance in relation to grant management and project cycle management processes; quality control of donor applications and reports; consortia grant files are up to date; copies are kept in the field and sent to relevant parties in a timely manner.

Ensure delivery of the projects’ objectives and accountability to consortium partners and the donors.

Lead the coordination between consortium partners on a day-to-day basis as well as convene and provide reporting to the Board and Steering Committee.

Overall management of consortia coordination unit staff, consultants, and sub-contractors as needed to carry out activities.

Represent consortium with in-country donors, Government Ministries, I/NGOs; and build relationships and actively participate in the coordination of response.

Oversee and be responsible of mainstreaming protection guidelines in the consortium’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.
Specific responsibilities
· Oversee the overall programmatic and financial performance of the consortia, including project planning and budget follow-up
· Work closely with the Consortia’s Steering Committees consisting of consortium members to ensure that each member delivers their parts of the project.
· Incorporate technical inputs from the Consortium’s Technical Reference Groups to maintain a high level of project quality.
· Engage with related policy and advocacy work to advance the objectives of the consortia.
Generic professional competencies:

Minimum 5 years of senior project management position with responsibility for programming in a humanitarian/protracted crisis or development context

Experience from working in complex and volatile contexts

Experience in organizational representation at national or international levels

Fluency in English, both written and verbal
Context/ Specific skills, knowledge and experience:

Knowledge or experience of working in consortia, partnerships or equivalent structures

Expertise in protracted contexts, experience in early recovery and durable solutions programming is an advantage
-
Experience of working with DFID funding mechanisms is a plus
-
Knowledge of the context in Afghanistan

Experience in advocacy and communications is a plus
