Job Description

EnCompass LLC is seeking a Project Director for an anticipated five-year activity to provide support to the USAID Center for Education within the Bureau for Development, Democracy, and Innovation (DDI) in strengthening its organizational capacity to lead in the education sector. The Designing Effective eVidence-based Engagement and Learning for Organizational Performance (DEVELOP) activity will provide support for enhanced organizational effectiveness, professional development of USAID education staff, knowledge management, and communications to increase the impact that USAID’s education investments have on learning and education outcomes.

The Project Director will provide vision, strategic direction and leadership for the DEVELOP team. The Project Director will serve as the primary point of contact for USAID, facilitate coordination and collaboration among USAID stakeholders, partners and staff as needed, as well as provide overall and day-to-day management of contract activities, ensuring that activities meet and exceed client expectations. The Project Director will be a highly organized, detail-oriented, proactive individual, who can effectively and efficiently coordinate multiple activities simultaneously. The Project Director will have knowledge of the USAID education portfolio and have demonstrated experience applying state-of-the-art strategic planning, adaptive management, systems strengthening, adult learning principles, creative problem solving, and effective communications and knowledge management approaches to achieve sustainable development outcomes. The Project Director will supervise a small staff team, including subcontractors and consultants, oversee the project budget, and may engage in technical work as appropriate. The Project Director will collaborate with the Learning and Leadership Development team, to engage appropriate STTA as needed.

The Project Director may be expected to work from client sites in the Washington, DC metro area and USAID Mission Operating Units as needed.

Academic Qualifications

  • Minimum of a Bachelor’s degree in management, organizational development, international development, or a related field. A Master’s degree is strongly preferred.

Experience and Skills

  • Minimum fifteen (15) years’ experience in organizational learning, including an emphasis on knowledge management, organizational development, leadership coaching, and/or organizational strategic planning.
  • Extensive expertise in creating and managing complex teams, as well as providing client services that exceed expectations.
  • Adaptive and flexible management style; particular ability to respond to changing needs of the USAID Education sector and new demands from USAID Operating Units.
  • Demonstrated experience in strategic planning and adaptive management; deep expertise in systems strengthening, adult learning principles, creative problem-solving, and effective communications.
  • Strong leadership, communication, supervision, and management skills required. Ability to work in a collaborative and appreciative work environment, and to model appreciative approaches for the team
  • Prior experience in or knowledge of USAID Education sector activities preferred.
  • Prior experience as a project director, senior technical advisor or team manager strongly preferred.
  • Commitment to and experience integrating gender and inclusive development and diversity, equity, and inclusion
