The Asian Disaster Preparedness Center (ADPC) is an autonomous international with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media and other key stakeholders. In addition to its headquarter in Bangkok, Thailand, ADPC currently has office in Myanmar and other offices/representation in 9 additional countries.
On behalf of Asian Development Bank; Oxfam and ADPC are implementing a Building Resilience at Community Level project which aims to contribute to a climate resilient urban future through community-led resilience building initiatives wherein urban poor communities become the focus – not only as beneficiaries, but as active participants in designing and implementing development projects.
Oxfam and ADPC are inviting competent, experienced and qualified consultant/s to submit proposals for the conduct of preparatory studies and assessments for the Community-Led Project (CLP) in Ant Gyi West Ward, Dala Township, Yangon for a maximum period of 45 days. Within this period, the consultant must conduct the studies and assessments; prepare and submit the Reports itemized below.

Feasibility Study Report (FSR) including Rapid Environmental Assessment Checklist Report (REA), and associated due diligence compliance documents, whenever necessary; for the Community-Led Project in Yangon

Procurement of Work Packages
Consultants should have a proven track record in providing and delivering reports on time and in a professional manner.
The consultancy assignment should comprise of primary and secondary data collection and consultations with the stakeholders from the city and community, as well as relevant national agencies and private sectors. Community members such as local leaders, males, females, boys and girls, including representatives of the poor and vulnerable sector are expected to be invited, involved and engaged throughout the implementation of this consultancy assignment.

The Purchaser will forward copies of its response through email to all Bidders including a description of the inquiry but without identifying its source.
Due to the delivery schedule of the Project, only Firms/Individuals who can commence the assignment on or before 22nd February 2021 are encouraged to apply.
Technical Proposals must include:
- Technical Approach and Methodology
- Work Plan
- Organization and Staffing
- Budget/Financial Plan
Submissions of Proposal:
1.Cover letter which includes the period within which services can be started if awarded the assignment.
2.Organization profile (for firms) or curriculum vitae (for individuals) including copies of original documents defining the constitution or legal status of the organization, place of registration and principal place of business. For CVs, please use the template to be provided.
3.Evidence of previous experience with similar projects carried out in the last three years including the project amount/values and the names and contact details of the clients who may be contacted for further information on those contracts. For evidence of previous experience, please use the template to be provided.
4.Detailed cost estimate covering the requirements for the assignment that are all inclusive of amounting subject to withholding taxes, insurance, travel costs and COVID-19 compliance costs.
5.Any other information in support of the organization or individual. ADPC and Oxfam reserve the right to accept or reject submitted proposal or any part thereof.
6.Templates for the technical proposal including a) Forms of required information for submission b) Terms of Reference and c) Description of the Community-Led Project maybe requested via email to [email protected] from from 27th January 2021 to 9th February 2021 between 9:00 am to 5:30 pm (Monday to Friday, Bangkok Time)
7.The deadline for submitting completed technical proposal, which describes the approach, methodology, work and financial plan for performing the assignment is before 10th February 2021, 5:30 pm. (Bangkok time) to Asian Disaster Preparedness Center (ADPC). Any Proposal received after the deadline prescribed in this paragraph will be rejected and returned unopened to the bidder.
8.Proposal submitted as email attachment shall be in the form of scanned non-editable images and shall be sent to “[email protected]”, Each Bidder shall submit only one Proposal
9.Currency of quotation shall be quoted in USD.
