These positions are in the Nutrition Unit and the Medicines Unit within the Medicines & Nutrition Centre (MNC). The core function of MNC is to provide timely access to affordable medicines and nutrition products that are safe, efficacious and of good quality in both development and humanitarian emergency contexts. The MNC product range is designed to meet global demand for key health and nutritional interventions and can be tailored for specific country/partner needs to optimize programme success.
MNC is composed of three units; The Medicines Unit which procures essential medicines, including those for the treatment of malaria and HIV/Aids; The Nutrition Unit which procures specialized nutrition products and The Technical Unit which supports all procurement units in sourcing, development of specifications, and technical assessment of products.
How Can You Make a Difference?
The Procurement Assistants are responsible for assisting with the procurement cycle for a segment of products. The incumbents will provide effective services to customers, ensuring accurate and timely processing of Requisitions and requests up to the completion and closure of the order and delivery to consignee, with the overall goal of meeting the needs and requirements of the customers.
Key Responsibilities will include:
Under the supervision of a Contracts Manager/Specialist/Officer, the incumbent performs all procurement activities in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual, Division Procedures (DPs) and other applicable procurement procedures including:
- Reviews and evaluates incoming supply requisitions and requests to ensure quality and adequacy of information, specifications, appropriateness of requests, quantities, appropriate material codes, shipment, delivery dates, budgets. Prepares and drafts price and cost estimates for Procurement Services (PS) transactions including freight.
- Reviews material specifications and requirements with customers, countries, the Technical Unit and Quality Assurance Centre to ensure completeness and appropriateness. Ensures that customers’ claims/complaints are processed in collaboration with Transport and Quality Assurance Centre.
- Prepares Sales Orders for PS transactions, monitors and follows up on progress of Sales Orders from Country Offices to ensure that commitments are met.
- Drafts, prepares and issues international tender invitations. Monitors queries from bidders and coordinates the responses to all bidders. Assists with preparation of Contracts Review Commission submissions. Drafts and prepares Purchase Orders. Assists with and prepares Long Term Arrangements and Direct Orders. Ensures that relevant documentation is uploaded in UNICEF’s ERP and other systems.
- Monitors the status of Country Office programme and Procurement Services orders and center specific KPIs. Pro-actively follows up on placed orders and deliveries with all parties concerned in order to ensure timely and safe delivery of goods. Transmits all relevant information to customer including changes to planned deliveries, to facilitate delivery and customs clearance of shipments. Prepares and provides timely and regular status / monitoring reports to customers.
- Updates procurement related databases and management systems for use by HQ, Country Offices or Regional Offices.
- Prepares evaluation of suppliers with respect to delivery performance and commercial acceptability.
- Maintains (electronic) order filing in accordance with UNICEF guidelines.
- Provides support to Centers/Country Offices as applicable during emergencies.
- Any other duties or assignments as requested by the supervisor.
To qualify as a Champion for every Child you will have…
Required:
- Completion of secondary education
- Five years relevant working experience, preferably in a procurement function, or an administrative function in a commercial working environment
- Fluency in English
- Valid work permit and residency in Denmark at the time of submitting the application. Note that the selected candidate is responsible for obtaining any required extension of their residency permit as an extension cannot be dependent on an employment with UNICEF.
Desirable:
- Additional certified training related to business administration, procurement, supply management and similar.
- Work experience with public procurement in an international organization
- Knowledge of SAP (procurement modules) or similar ERP system
- Knowledge of manufacturing and marketing of health and nutrition products
- Proficiency in an additional UN language (Russian, Spanish, Chinese, Arabic, French)
