Level: Officer Classification: LE-09 Location: Maputo, Mozambique Closing date for applications: 21-02-2021 at 23:59 UTC/GMT Summary of position: Under the general supervision of the International Assistance Deputy Director for Health and Education, the Senior Officer manages a portfolio of health and/or education international assistance initiatives. Essential qualifications: Candidates will initially be screened against the essential qualifications relating to education, experience and language profile. Candidates must clearly demonstrate how they meet each of these essential qualifications in their cover letter and CV. Education: • University degree in any relevant field from a recognized university Language: • Fluent English (spoken, written, comprehension) • Fluent Portuguese (spoken, written, comprehension) Experience: • A minimum of three years of experience managing complex international assistance programming • Experience conducting or leading complex research and analysis of trends and developments related to international assistance program/project/thematic initiatives Note: Complex is defined as a strong capacity to work in a fast-paced environment, on multiple files comprised of various elements, and with a variety of internal and external stakeholders. Rated Requirements The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment. Knowledge: • Knowledge of international assistance trends in Mozambique • Knowledge of the Global Affairs Canada’s international assistance policies and procedures, with an emphasis on project approval documentation, briefings and/or presentations Ability/Competencies: • Ability to manage own time, balance multiple priorities and consistently meet deadlines; • Strong capacity to take initiative and work autonomously • Strong capacity to problem solve • Strong capacity to provide substantive input, analysis and strategic recommendations / guidance to management on the development of plans, policy/program frameworks, objectives, resourcing requirements and deliverables for international assistance projects and programs; • Sound judgement • Capacity to establishes and maintains network of relevant contacts • Professional integrity Asset Qualifications: Preference may be given to candidates who meet one or more asset qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV. • Experience working on international assistance programming and priorities in the areas of health and/or education • Experience providing international assistance technical advice in the areas of health and/or education • Experience leading and/or participating on committees and working groups related to international assistance thematic/projects/programs • Experience engaging in networks to ensure policy coherence and effectiveness of international assistance • Experience leading a project teams, within a matrix environment, and managing project resources • Working knowledge of French (spoken, written, comprehension) Organizational Needs: Operational Requirements: • Working hours 37.5 hours per week over a 5-day work week • Teleworking capacity for the foreseeable future • Ability to work overtime occasionally outside normal working hours Condition(s) of Employment: • Any job offer is subject to receipt of satisfactory references • The ability to obtain and maintain an Enhanced Reliability security screening from the Government of Canada covering the entire employment period (including a criminal record and credit check) • Candidates must have a valid work authorization covering the entire employment period.
