BACKGROUND

UNICEF is seeking a consultant to support the implementation of the Procedure for Managing Risks of Sexual Exploitation and Abuse in Implementing Partnerships.

The prevention of sexual exploitation and abuse has, for decades, been at the core of UNICEF’s mandate. UNICEF has a zero-tolerance policy for sexual exploitation and abuse perpetrated by employees, personnel and sub-contractors of UNICEF and implementing partners.

Following the endorsement of the United Nations Protocol On Allegations Of Sexual Exploitation And Abuse Involving Implementing Partners (hereinafter referred to the UN Protocol) in February 2018, UNICEF has incorporated prevention of sexual exploitation and abuse standards in the General Terms and Conditions of partnership agreements with civil society organizations.

Considering the above, UNICEF has developed a procedure and related tools to support UNICEF Offices and their Implementing Partners to abide by the requirements of the UN Protocol and the General Terms and Conditions of their partnership agreements with UNICEF.

The Procedure for Managing Risks of SEA in Implementing Partnerships (hereinafter referred to as “the Procedure”) and accompanying Guidance Notes were launched in February 2020 and cover all aspects of PSEA work with Implementing Partners. The PSEA Toolkit has been developed to support implementing partners to establish and/or strengthen PSEA policies, procedures and systems within their organisation.

These tools (Procedure, Toolkit and Toolkit Training) have been developed to operationalize UNICEF’s response to the requirements of the UN Protocol.

Terms of Reference / Deliverables

In close collaboration and working with the PSEA consultant and the Chief, PIU, support the implementation of the PSEA Procedure as follows:

  1. Provide support and training to INGO partners, and conduct verifications of PSEA Self-Assessments completed by INGO HQs.
  2. Provide support and training to regional and country offices on the PSEA Procedure implementation, the UN Common PSEA Capacity Assessment, provide training and webinars on PSEA for Partnerships as requested, provide support in other areas related to PSEA for Partnerships such as allegations and investigations
  3. Contribute to revision of PSEA Procedure and guidance including consultations with regional offices, country offices and partners. Ensure internal and external websites and PPPX page are updated and maintained based on most recent developments. Support revision and updating of UNICEF internal systems and development of interagency digital platforms for PSEA, i.e. eTools, Vision and UNPP.
  4. Support regular data analysis, documentation of lessons learned and case studies and good practices from country offices.
  5. Contribute to development of PSEA risk management approach for government implementing partners.
  6. Contribute to interagency coordination and collaboration on PSEA for partnerships, as requested.

Qualifications

(1) Education

  • An advanced university degree (Masters and above) in one of the following areas is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook.

2) Work experience

  • A minimum of 5 years of relevant professional work experience in management of prevention or protection against sexual exploitation and abuse, or a related field such as child protection or gender-based violence is required, including very good knowledge of the technical area.
  • Previous experience with UNICEF an asset.

3) Competencies

  • Experience working in multi-cultural settings is an asset.
  • Experience in capacity building and systems strengthening is an asset.
  • Very good organisational and facilitation skills required.
  • Proficiency in English is required. Proficiency in French is highly desirable, or other UN languages (Spanish, Arabic).

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
