Director of collaboration, learning, and adaptation | South Sudan | 2021

Chemonics International seeks a director of collaboration, learning, and adaptation (D-CLA) for the anticipated four-year, USAID-funded Resilience through Agriculture in South Sudan Activity. This project aims to strengthen resilience to cope with, and adapt to, shocks for targeted food insecure communities across thirteen counties in Eastern Equatoria, Jonglei, Upper Nile, Unity, and Western Bahr el Ghazal States by improving gender-responsive food production, market-based distribution, and household nutrition. The D-CLA will provide strategic leadership for the operationalization of CLA practices, the development of monitoring, evaluation, learning (MEL)-related communications, and overall knowledge management for the project. The position is contingent upon contract award. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Oversee the design and implementation of the Activity’s collaboration, learning, and adaption efforts, including MEL, and project communications
  • Lead data collection and reporting to meet USAID requirements, including analysis of lessons learned and their incorporation into activity implementation
  • Train, advise, and supervise technical staff on information management processing by reviewing data collection efforts and data quality
  • Create and oversee the management of a data validity and integrity verification process and regularly conduct data quality assessments  
  • Build capacity of staff and partners in data collection and data quality assurance methods
  • Ensure appropriate and continued coordination with other USAID projects and donor activities, host-government initiatives, and the private sector
  • Supervise production of technical reports, and coordination across project teams to set standards for and harmonize data included in all contractual (including ad hoc) reporting for USAID
  • Liaise with technical staff and implementing partners to identify and prioritize key project successes to be included in external communications materials
  • Provide high quality capacity building and learning services to support evidence-based decision making

Qualifications:

  • Minimum 8 years of progressively responsible and relevant experience
  • Minimum 6 years’ experience in monitoring and evaluation managing conflict-sensitive, market systems-based agriculture development, food security, and/or resilience projects
  • Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups
  • Deep understanding of M&E systems design, performance measurement, indicator selection, and data quality assurance
  • Strong analytical skills and writing capabilities
  • Ability to work both independently and as a part of a team
  • Knowledge and experience in training and facilitation
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity
  • Experience working in South Sudan and/or conflict states preferred  
  • Experience employing adaptive and flexible implementation approaches and scenario-planning in fragile operating contexts preferred
  • Bachelor’s degree in the field of international development, management, or a related technical field required
  • Fluency in written and oral English required
