Deputy chief of party | South Sudan | 2021

Chemonics International seeks a Deputy Chief of Partyfor the anticipated four-year, USAID-funded Resilience Through Agriculture in South Sudan Activity. This project aims to strengthen resilience to cope with, and adapt to, shocks for targeted food insecure communities across thirteen counties in Eastern Equatoria, Jonglei, Upper Nile, Unity, and Western Bahr el Ghazal States by improving gender-responsive food production, market-based distribution, and household nutrition. The Deputy Chief of Party (DCOP) will be responsible for the leadership, management, and technical direction for the programmatic aspects of the project. The position is contingent upon contract award. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provides day-to-day guidance, mentoring, and problem-solving to project working in full partnership with the Chief of Party and the project’s country team
  • Assists the Chief of Party to develop program strategy and annual work plans
  • Ensures compliance with USAID regulations and Chemonics policies
  • Provides quality assurance as well as supervision and direction to project staff
  • Works with key government and non-governmental counterparts to identify priorities and resolve development and implementation challenges in a fast and effective way
  • Serves as a member of the senior management team, contributing to team leadership decisions, providing expertise on program and grant-making strategy, and serving as acting COP when asked

Qualifications:

  • Bachelor’s degree in the field of international development, management, or a related field required; advanced degree preferred
  • Strong record of managing complex donor-funded programs for successful food security and/or resilience initiatives
  • Prior experience with USAID operating procedures, regulations, and reporting requirements, highly preferred
  • Extensive project management leadership experience, including applying collaboration, learning, and adapting (CLA) principles, knowledge management and communications, and monitoring, evaluation, and learning, including documenting project performance; evaluating subcontractor and grantee activities, and providing overall operational direction
  • Proven ability to work effectively with government representatives and other stakeholders
  • Knowledge and experience in training and facilitation
  • Demonstrated leadership, versatility, and integrity
  • Experience working in South Sudan and/ or other conflict states preferred
  • Experience employing adaptive and flexible implementation approaches and scenario-planning in fragile operating contexts preferred
  • Minimum 8 years of relevant senior-level professional experience
  • At least 4 years’ experience managing conflict-sensitive, market systems-based agriculture development, food security, and/or resilience projects
  • Ability to relocate to Juba, South Sudan
  • Fluency in written and oral English
