Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.
UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.
In particular, UNICEF will work so that:
- Every child survives and thrives — being in good health, immunized, protected from polio and accessing nutritious food.
- Every child learns.
- Every child is protected from violence and exploitation and registered at birth.
- Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?
To make a difference, you will be accountable for the following tasks and deliverables:
Tasks:
- Inception Report that includes detailed workplan (schedule of activities and timeline), detailed methodology, dissemination/communication plan for findings and recommendations, and desk and data review—review of documents and data, scoping discussions with relevant programme staff in collaboration with the national consultant;
- Preparation of draft report by conducting document review and field work (remote) including stakeholders’ interviews/consultations, bilateral meetings etc. and data analysis;
- Validation meeting to discuss the first draft of the report. Final comprehensive SitAn report, summary SitAn document, SitAn Brochure/policy briefs and presentation after incorporation of all comments.
Deliverables:
- Inception report (08-15 pages) as per UNICEF standards;
- Draft SitAn report along with SitAn Summary/policy briefs;
- Final SitAn report after incorporation of all comments along with all SitAn-related deliverables (Summary SitAn Report, PowerPoint presentation on the major findings and recommendations, Policy briefs); and
- Presentation/dissemination workshop(s) to relevant stakeholders.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in in social science, social research or related area;
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. - A minimum of six (6) years of experience in research and other relevant fields; in conducting situation analysis or other similar work such as equity-focused situation analysis; bottleneck analysis, capacity gap analysis etc.); preference will be given to those with experience of working on a SitAn report;
- Demonstrated knowledge, expertise and experience with work on social inclusion, gender, and children with disabilities;
- Breadth of knowledge on child-rights, equity, and women’s issues;
- Proven experience with conducting social research utilising quantitative and qualitative data analysis, with solid experience of conducting interviews regarding potentially sensitive issues;
- Proven experience in data analysis and writing evidence-based analytical reports and papers addressing child and gender issues;
- Extensive experience in designing and managing complex reviews and research at the national and international level
- Knowledge of human rights-based and equity-focused approach to programming;
- Good knowledge of the recent developments in the area of children rights in general and of children with disabilities rights in particular in Pakistan;
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

NOTE:
- Estimated Duration: 48 days, estimate starting date: 25th March 2021
- The consultant will be based in Islamabad.
- The level of consultancy is equivalent to P3.
- Applicants are requested to submit a financial quotation indicating monthly fee as part of the application against each deliverable.
- HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
