The Grant Compliance Specialist will provide analysis, post-award services, and oversight to ensure compliance with OMB Uniform guidance and grant and contract specific requirements. Serve as an internal monitor for federal awards and to assist in agency polices with respect to grants management and match requirements for grants.
Job Duties:
- Prepare and/or review information and reports for internal and external stakeholders.
- Identify and understand all federal regulations including the Uniform Guidance (2 CFR 200) and agency specific policy and rules related to grants.
- Develop and modify policies/procedures/systems in accordance with government regulations and organizational needs and objectives.
- Conduct routine compliance reviews of grant programs.
- Coordinate and assist in responding to, and resolving any federal or pass-through agency monitoring or Uniform Guidance Single Audit findings.
- Review and monitor monthly agency match requirements.
- Provide guidance in interpreting and executing applicable regulations and award terms and conditions.
- Review all grants and special conditions to ensure programmatic and finance objectives and requirements are aligned.
- Assist in evaluating contractors and subrecipients qualifications and assist in performing post-award monitoring as required.
- Maintain agency policy with respect to grant administration and management
- Review expenses against approved budgets for appropriateness and compliance with rebudgeting requirements and applicable Cost Principles.
- Maintain and further develop CTOR financial standard operating procedures which documents all internal processes and procedures.
- Develop and provide training and consultation on identified fiscal and compliance related topics as needed.
- QUALIFICATIONS:

- CPA or CGAP
- Three years of federal/state grant compliance or financial grant compliance
- Minimum of Bachelor’s degree in accounting or related field (Master’s preferred);
- Applicable experience with nonprofit accounting, auditing, compliance and grants management
- Microsoft Office Applications, proficiency in Excel and Google application skills
- Ability to interpret federal policy and regulations
- Good research, data management, and statistical analysis skills
- Good communication skills and the ability to work well in a team, in-person and at a distance
