Project Summary:

The South Sudan Monitoring and Evaluation Support Project (MESP) will conduct a baseline household survey to gather data for indicators included in the new USAID South Sudan Mission country strategy. The indicators are part of the country strategy performance management plan, which will serve as the Mission’s tool for effective management of results in order to achieve the best possible development outcomes that allow for evidence-based decision making, learning, and adaptation. The baseline household survey will occur in six counties of South Sudan – Akobo (Jonglei), Budi (Eastern Equatoria), Duk (Jonglei), Leer (Western Upper Nile), Pibor (Jonglei), and Uror (Jonglei) – between March and May 2021. MESP requires enumerators to administer the baseline household survey questionnaire.

Position Summary:

The Enumerators will administer the household survey questionnaire in local communities collecting data directly from heads of household. Enumerators will have responsibilities prior to, during, and after data collection for the baseline household survey. The consultancy is 40 working days between March through May.

Responsibilities:

  • Attend all the survey training classes

  • Study the household survey questionnaire

  • Understand the formatting of the questionnaire and how to carefully navigate through the questionnaire

  • Obtain all the materials needed to perform work daily before going to the field

  • Work with the Supervisor to ensure the boma official and the village chief(s) have been informed of enumerators’ presence in the enumeration area

  • Travel around the enumeration area to identify the selected households for the interview

  • Visit each of the households selected

  • Identify an acceptable respondent for interview

  • Interview respondents, accurately administering the household survey questionnaire and completely collecting all data according to instructions on the questionnaire

  • Participate in the selection of the households for the study in the enumeration area

  • Prepare visit plan with Supervisor to show the path to take while carrying out interviews

  • Verify all households in enumeration area were visited and all interviews were conducted for the day

  • Review the questionnaires to ensure that all questions are completed and correctly marked

Qualifications:

  • Minimum level of school certificate (South Sudan) or ordinary level certificate (Kenya, Uganda, Tanzania, Rwanda) or its equivalent required

  • Minimum of five years of experience in the humanitarian or international development sectors

  • Experience collecting data in South Sudan, experience with previous household surveys preferred

  • Ablility to speak, read, and write English required

  • Understanding of the local language(s) of the county; Classical Arabic, Didinga, Dinka, Jie, Juba Arabic, Murle, Ngalam, Nuer, and Anyuak is required
