PROJECT OVERVIEW

ECODIT recently launched the USAID Lebanon Diverting Waste by Encouraging Reuse and Recycling (DAWERR) Activity (the Project), a five-year initiative that will establish sustainable and replicable integrated solid waste diversion and valorization solutions in different rural areas in Lebanon, leading to improved social and economic well-being for Lebanon’s population. Working concomitantly with municipalities, local communities, and the private sector, the Project will (1) develop sustainable composting value chains for organic waste, and strengthen existing recycling value chains (RVCs) for inert recyclable materials in select municipalities serving as pilots initially, and then support replication by other municipalities across Lebanon building on lessons learned from the pilots; and (2) implement integrated Solid Waste Management (SWM) solutions for unions or clusters of municipalities.

DUTIES & RESPONSIBILITIES

ECODIT is seeking a qualified Chief of Party (COP) for the Project. The COP will bear primary responsibility for all technical aspects of project performance as well as the effective, efficient, and timely implementation of all activities including management of staff and consultants, development of work plans, and oversight of financial management. The COP will be responsible for achieving the Project’s expected results, upholding the highest standards of quality, and ensuring that administrative, financial and procurement systems comply with contractual requirements and are functioning efficiently to support the Project’s success. Specifically, the COP will:

  • Provide overall strategic, technical, management, financial, and administrative leadership for the Project, ensuring that all tasks are implemented and deliverables are submitted on time, within budget, and in compliance with applicable USG regulations and company policies;
  • Oversee team performance, assure quality, and manage project resources efficiently;
  • Serve as the main liaison and maintain frequent contact with the USAID Contracting Officer’s Representative (COR) at USAID/Lebanon;
  • Lead work planning and prepare or review for quality and submit all deliverables to the COR. These include weekly activity updates, quarterly progress reports, accrual/financial reports, annual and final reports, annual work plans, Monitoring, Evaluation and Learning (MEL) reports and data, and other technical reports and memoranda, as applicable;
  • Oversee the development and implementation of scopes of work for short-term technical assistance (STTA) personnel, in line with approved work plans;
  • Supervise long-term staff in accordance with the Organizational Chart for the Project team;
  • Manage the annual performance review process for all long-term staff, provide leadership for mentorship and professional development, and assess the performance of subcontractors, grantees and STTA personnel;
  • Establish, maintain, and coordinate regular communication and positive relationships with USAID’s development partners for the Project, including government agencies, municipalities, civil society organizations, private sector entities, other USAID projects and implementing partners, and other donors;
  • Participate in USAID and other high-level meetings and serve as an effective representative of the Project and ECODIT; and
  • Maintain frequent contact with the ECODIT Home Office (HO) project management support team and participate in the Quarterly Progress Reviews (QPRs) organized by the HO.

The COP will report to the ECODIT President or his/her designee, and maintain frequent contact with the HO Project Manager, who will coordinate all HO support to the project team. The COP also will liaise regularly with the HO Project Director, HO Senior Technical Advisor and HO Contracts Manager, as needed. Upon request, the COP may also serve as the authorized Representative Manager in Lebanon to represent the local ECODIT LLC in country and to act on their behalf before all relevant local authorities.

The COP will be based in Beirut, Lebanon and will be expected to frequently travel to other locations throughout Lebanon to implement project activities in the target areas.

POSITION REQUIREMENTS

  • Master’s degree in environmental management, public administration, international development, behavioral studies, or a similar field. A Bachelor’s degree with a minimum of five years of additional relevant work experience can be substituted for a Master’s degree.
  • At least 10 years of progressively responsible international development experience in managing and implementing service delivery, municipal management, public administration, community engagement, solid waste management, private sector engagement, or similar programs. Prior experience and work in Lebanon or the Middle East preferred.
  • At least 5 years of progressively responsible supervisory experience.
  • Demonstrated organizational skills and a strong track record in meeting deliverables and deadlines.
  • Demonstrated professional oral presentation and strong writing skills in English. Proficiency in Arabic is highly desirable.
  • Demonstrated ability to interact regularly and professionally with government entities, the private sector, civil society, and/or donors.
