The DCoP will be based in an FHI 360 project field office in Vilnius, Lithuania.
Project Description:
FHI 360 seeks a Deputy Chief of Party (DCoP) for a five-year USAID civil society activity in Belarus. The goal of this activity is to capacitate and empower a wide range of civil society, including formal and informal civic groups, to advance democratic reforms and accountable governance in Belarus. This civil society activity will address the following primary development challenges: lack of civic education and lack of flexible, demand-based support for civil society in Belarus.
The activity will build on the accomplishments and lessons learned during implementation of previous USAID-supported civil society programming. The activity will promote flexible, accessible, and demand-based support throughout all objective areas and will include support for, and engagement of, a wide range of civic entities, including formal CSOs, informal civic initiatives, grass-roots civic groups, and civic-minded individuals. The activity will explore new and innovative approaches to engaging with a wide range of civic actors, including informal groups, to amplify horizontal networks and relationships between these new actors while working to strengthen their collective impact. The activity will build the capacity of CSOs to actively engage new civic actors and strengthen their communications and relationships with constituents. Priority areas within these activities include: 1) enhancing civic literacy and national identity of Belarusian citizens, 2) strengthening local legal capacity and increasing availability of legal resources for civil society, 3) enhancing the capacity of civil society, including well-established and newly forming civil society groups, to address citizen identified issues and mobilize domestic resources, and 4) increasing civil society resilience through accessible, flexible, and demand-based support.
Job Responsibilities:
The Deputy Chief of Party will report to and assist the Chief of Party (CoP) with all responsibilities, including the development and implementation of the Civil Society Activity vision, strategy, and technical direction. The DCoP will serve as the secondary liaison with USAID. S/he will manage staff and partners and oversee grants management. The DCoP will assist the CoP with all aspects of program performance, both technical and managerial, and ensure that procedures are adhered for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting. The DCoP will work with the CoP to supervise the recruitment, hiring, and for supervision of local staff and consultants. Other position responsibilities include:
- Assist the CoP with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and FHI 360;
- Assist the CoP in creating and maintaining good working relationships with USAID, civil society organizations, media, and other program partners;
- Manage staff, partners, and operations ensuring close coordination and collaboration between the project’s various teams;
- Manage deadlines, draft reports, maintain records, and monitor achievement of benchmarks in the agreement;
- Serve as acting CoP in CoP’s absence;
- Oversee the grants management process, specifically:
- Support the design and management of an open, transparent, and competitive grants making process;
- Work closely with appropriate project personnel to develop solicitations approved by FHI 360 and USAID; publicize and promote the solicitations through various media channels: process and prepare all necessary documentation, in collaboration with project personnel; follow-through and complete all approval processes;
- Supervise the implementation of subawards.
- Mentor and manage staff in a respectful and transparent manner, working with local staff to build their technical and administrative capacity.
Minimum Qualifications:
- Bachelor’s Degree in international development, political science, business, or a related field; Advanced degree preferred;
- Minimum 7 years of professional experience managing donor-funded programs, with preference given to experience in Belarus and/or Eastern Europe; experience leading USAID-funded projects strongly preferred;
- Knowledge of USAID policies and procedures;
- Knowledge of administration, human resources (HR) practices, budget management,
- Experience recruiting, forming, and successfully managing teams and ensuring the quality of their products;
- Experience managing subgrants, preferably in the Eastern European context;
- Demonstrated success in multicultural environments is required.
- Strong written and verbal communication skills in English required; fluency in Russian preferred;
