Background
FO’s entry into Nepal was through Helvetas – FO funded Helvetas identified projects through local partner organizations (POrgs). Working modalities followed the same league even after FO started funding projects directly. The project evolved gradually and the norms of operation: finance, HR, overhead costs grossly based on the negations of the first contract. Since then, projects have expanded and the partners have increased one by one. FO country plan (CP) is managed by a Programme Coordination Unit composed of a Programme Manager based in Switzerland and Coordination Unit hosted by the Consultants for Change (CfC) – a consultancy firm established to extend developments projects as social change.
It now has been impractical and even unjustified to certain extent to follow the same as realities on the ground and with the partners changed. A common philosophy and values play key roles and need constant nursing and caring for creating a spirit of solidarity and togetherness while adhering to FO Principles and guidelines. Moreover, it has been necessary to lay-out operational Guidelines in the changing context such as the development of roads and telecommunication as well as the change of the structure of governance in Nepal.
Since it has been negotiated on a case to case basis so far, FO intends to conduct it with participation of partners so that it has higher acceptability and addresses a wide spectrum of FO partners’ needs and niches. This ToR is drawn to review existing systems of operation, consult FO and partners and draw maximally agreeable Guidelines for Operation.
Purpose
To prepare widely agreeable Operational Guidelines for the implementation of FO’s Nepal Country Strategy in consultation with partners and Programme Coordination Unit (PCU).
Principles

- Norms the guidelines establish will be fair, objective and competitive keeping the current and common realities.
Outline of Procedures and Tasks
Work plan with a timeline and refinement of the tasks

Information gathering and mapping
- Study of literature and talk to PCU
- Clarify expectations, set goals and establish global vision and
- Map the scenario of partners
- Compare parameters with similar development organizations, sectors
- Sharing of synthesized findings with PCU

- Present an Outline of the Guidelines (Contents)
Elaboration of first draft
- Agree with the outline and range of facilities with PCU
- Prepare a draft
- Share the draft for feedback with PCU

Revision of first draft
- Integrate relevant feedbacks of POrgs
- Detailed rework on draft document in close collaboration with PCU
- Finalize the Document

Deliverable
Widely accepted Operational Guidelines for FO CP in Nepal in Standard English
Time Frame
Total time for Consultancy is 30 to 45 working person days to be undertaken in close consultation with the Programme Coordination Unit spanning across 3-6 months. Date of commencement is subject to negotiation with PCU and the Consultant but not later than 1st April.
Qualification of the Consultant
The incumbent should have extensive knowledge of NGOs in different settings across disciplines in Nepal with due knowledge of donors’ needs and aspirations as well as relevant rules and regulations (e.g. Tax, Social Welfare Council, Labour Laws) in Nepal. Example(s) of previous task(s) undertaken by the Consultant would make the selection procedure easier.
Administration
Contract will be made with Consultants for Change (CfC) where this ToR forms the main content. Remuneration should include associated costs other than field visits if proposed. CfC will deduct a 15% on enumeration towards TDS.
