Context:

Under the overall supervision of the Chief of Mission (CoM) of the International Organization for Migration (IOM) Bangladesh and direct supervision of Senior Programme Manager, and in collaboration with the Senior Regional Immigration and Border Management (IBM) Specialist at the Regional Office for Asia and the Pacific (ROAP), the successful candidate will be responsible and accountable for the planning, implementation, oversight, coordination and the monitoring and evaluation of activities of Immigration and Border Management (IBM) Unit in Bangladesh Country Office (CO).

Core Functions / Responsibilities:

  1. Manage the overall implementation of IBM programmes of Bangladesh CO, ensure the financial, administrative and technical oversight of the programmes, in line with IOM’s policies, practices and s donor requirements.

  2. Lead the negotiations with government authorities including the Ministry of Foreign Affairs and the Ministry of Home Affairs of Bangladesh building IOM’s commitment to provide technical assistance through enhancing the IBM programme interventions in Bangladesh.

  3. Supervise project teams in implementing activities, including reporting, monitoring and evaluation.

  4. Plan, coordinate and monitor the programme implementation in close coordination with the relevant units of the CO. Prepare and coordinate regular project reports in a timely manner in relevant reporting formats.

  5. Ensure adequate information management on programme related activities including programme awareness raising and visibility; regular updates, summaries, press releases and other relevant materials, in coordination with the donor and Communication Unit.

  6. In coordination with the direct supervisor, CoM and under the guidance from the Senior Regional IBM Specialist, identify and promote strategic and technical partnerships with relevant Government entities, private sector and civil society partners, United Nations (UN) agencies and other stakeholders, to strengthen IOM’s IBM portfolio in Bangladesh.

  7. Ensure coordination and information sharing between IOM Bangladesh and the ROAP, and Headquarters (HQ) as required.

  8. Undertake travel duties relating to programme assessments, liaison with counterparts, programme management and implementation, and problem resolution as required.

  9. Represent IOM in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination, presentation and promotion of IBM activities.

  10. In coordination with relevant technical units of CO, coordinate, support and facilitate the development, contextualization and delivery of Data Management and other relevant training plans, training manuals and Standard Operating Procedures (SOPs) in coordination with relevant Government counterparts for the End Users of all IBM systems developed.

  11. In coordination with the direct supervisor, and with the technical support from the Document Examination Support Centre (DESC) initiative, based in ROAP, conduct capacity building needs assessment and provide technical support related to the contribution of the Government of Bangladesh to the Regional trends analysis of passports and identity frauds.

  12. Coordinate with HQ and ROAPO and explore the feasibility of implementation of the Migration Information and Data Analysis System (MIDAS) and other IBM projects in Bangladesh in line with IOM and donor requirements.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Political or Social Sciences, Law, International Relations, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University Degree in the above fields with seven years of relevant professional experience.

Experience

• Proven experience in Immigration and Border Management (including border management technologies), travel and identity documents examination;

• Experience in biometric applications in the migration sector, and related areas will be an advantage;

• Experience with planning and delivering End User training is desirable;

• Experience in writing project proposals, reports, training plans, manuals, statements of works, standard operating procedures and detailed instructions; and,

• Working knowledge and experience in the implementation of MIDAS will be an advantage

Skills

• Knowledge on systems analysis and design, programming using Microsoft technologies and database management for border management solutions.

• Knowledge on systems that collect and use biometric information, particularly photographs and fingerprints will be an advantage.

• Knowledge of IOM project management procedures and tools.

• Ability to interact efficiently with the government officials of appropriate level on matters related to substantive migration issues and the work of IOM.

• Ability to effectively apply skills and knowledge of migration issues within the organizational context.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
