Manager of Operations in Liberia

ZOA’s programme in Liberia

ZOA works in Liberia since 2003. It provides support to communities that have been affected by the 14 years of civil war. It also assists communities that have been affected by other crises (e.g. Ebola). ZOA’s key areas for intervention in Liberia are a) Food Security and Livelihoods (e.g. agricultural value chain development and home-grown school meals), b) Peace-building at community-level (e.g. socio-therapy) and national level (political reconciliation and Early warning / Early Response mechanisms), and c) TVET (Technical and Vocational Education and Training).

ZOA implements its Liberia program with own staff and with national civil society organizations (hybrid implementation model). ZOA works in close cooperation with local government authorities (especially at county and district level) and with international non-government organizations (e.g. in the form of consortia). ZOA program funding originates from a wide variety of sources, including EU, SIDA, UN, Irish Aid, and private donors.

Currently the ZOA Liberia program is in a Phase Out stadium, aiming to end its programme activities by the December 2022. The Manager of Operations will support successful closure of the country programme.

Your challenge

The Manager of Operations is responsible for effective and efficient management and control of all operational processes in the country organisation. This includes Finances, HR, Logistics and IT, and Security.

Your main tasks and responsibilities:

Leadership and management

  • The Manager of Operations is a member of the Country Management Team and the Local Crisis Team;
  • The Manager of Operations provides leadership to staff reporting to the Manager of Operations.

Finance

  • Contributing to the Country Strategic and annual Plan;
  • Development of monthly and quarterly financial management information at country organisation and at Programme Organisation level;
  • Preparation of country annual accounts;
  • Monitoring finance compliance to internal and external (donor and government) rules and regulations;
  • Preparing and processing the allocation of indirect costs to project budgets;
  • Preparing monthly, quarterly and annual financial reports at country organisation and program organisation level
  • Advising and supporting the Country Director and Program Managers in the development of budgets of funding proposals;
  • Managing financial audits and responding to audit reports.

Administration

  • Maintaining country specific policies and procedures in the fields of Finance, HR management, Security, Logistics and procurement;
  • Maintaining Country administrative manual (finance, HR, procurement) and ensuring compliance.
  • Ensuring the right follow up of government procedures for approvals of country registration, project activities, travel and staff.

HR

  • Translating ZOA’s worldwide HR policies and procedures into the local cultural setting and the implementation of HR policies and procedures;
  • Monitoring HR compliance to internal and external (donor and government) rules and regulations;
  • Ensuring that Terms & Conditions of employment comply with local legal requirements;
  • Ensuring gender sensitivity in staffing and policies.

Logistics and IT

  • Implementation of IT and logistical policies and procedures;
  • Implementation of logistical policies and procedures in compliance with ZOA’s worldwide framework;
  • and evaluation of logistical policies and procedures.

Security

  • Supporting the Country Director to enforce adherence to the security rules and instructions;
  • Supporting the Country Director that Local Security Plans are being developed.

The Manager of Operations contributes to partner capacity enhancement in areas of Finances, HR, Logistics and IT.

Your profile

Identity

  • The candidate is expected to fully support the vision, mission and values of ZOA:
  • Being a Christian adhering to the Christian identity of ZOA.

Knowledge

  • Bachelor degree in financial management or auditing and knowledge of HR and logistics;
  • ZOA’s finance practices;
  • Command of English is essential;
  • Three to five years field experience in a developing country.

Special conditions
