Level: Officer Classification: LE-07 Location: Beirut, Lebanon Closing date for applications: 18-03-2021 at 23:59 UTC/GMT Summary of position: Reporting to the Manager of the Foreign Policy and Diplomacy Program (FPDS), the Political and Public Affairs (FPDS) Officer will provide advice, recommendations and a significant contribution to the advancement of the program’s objectives. Duties will include: 1) Design, planning and implementation of initiatives to advance gender equality and women’s political participation; 2) Monitoring, tracking and analysis of local developments and assessment of their implications for human rights; preparing reports; and contributing to advocacy efforts; 3) Expanding the embassy’s network of contacts and assessing opportunities for engagement and collaboration on priority themes; making recommendations; 4) In support of Canada’s peace and security programming in Lebanon, liaising with partners and stakeholders to ensure effective coordination, participating in workshops, discussions or seminars on related themes, and gathering information and preparing reports that contribute to FPDS program analysis and reporting; and 5) Perform other duties as required. Essential qualifications: Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. Education: • Degree from a recognized university in a relevant discipline such as Political Science, Journalism/Communications, Law, International Relations, Economics, Public Administration OR an acceptable combination* of education, training and work experience in the field relevant to the position. *A total of 3 years or more is considered an acceptable combination of education and relevant experience. Language: • Proficiency in Arabic (reading, writing and speaking); • Proficiency in English OR French (reading, writing and speaking), and basic knowledge of the other language. Experience: • Significant* recent** experience in network development, relationship management, and partnership building with non-governmental organizations, governmental actors, public institutions, private sector entities, or multilateral institutions. • Significant* recent ** experience working in areas related to human rights, gender equality and women’s empowerment, peace and security, or good governance; • Experience performing research and analysis, and drafting reports or briefs; • Experience in project management, and event or logistics coordination. * Significant means a minimum of 3 years. ** Recent refers to experience acquired in the past 10 years. Rated Requirements The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment. Knowledge: • Knowledge of current political, socio-economic and security dynamics in Lebanon; • Knowledge of key actors in Lebanon in the political and economic sphere (including grassroots and non-governmental organizations, government institutions, international organizations, the media, academic and cultural institutions); • Knowledge of Canadian foreign policy interests and engagement in Lebanon; • Knowledge and use of the Microsoft Office suite (Word, Excel and Outlook) and advanced use of social media (Facebook, Twitter, Instagram, etc.). Abilities/Competencies: • Ability to manage events and projects, and to identify and apply solutions to problems; • Ability to build and develop relationships with decision-makers, community leaders, and/or key influencers; • Ability to research, interpret sources of information and synthesize data to provide advice and recommendations; • Effective interactive communication both orally and in writing, including the ability to write effective reports and executive summaries in English or French; • Ability to manage time, prioritize tasks and organize own workload with minimal supervision to meet deadlines; • Teamwork & cooperation; • Flexibility and adaptability; • Judgment; • Initiative; • Discretion; • Attention to detail. Asset Qualifications: Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV. • International living or working experience. Organizational Needs: – Operational Requirements: • Hours of work: 37.5 hours per week – working hours are determined between the supervisor and the employee. • Ability to work irregular hours and overtime, be available on call outside normal business hours. • In line with COVID-19 safety precautions, ability to work remotely.
