Caritas Switzerland (www.caritas.ch) is a Swiss NGO founded in 1901 with its headquarters in Lucerne, Switzerland. We have been engaged in Tajikistan since the end of the civil war in 1996 with a current focus on addressing contemporary issues related to climate change adaptation for rural communities that remain vulnerable to natural hazards (flooding, mudflow, landslides) and to persistent challenges for food and nutrition security.
Reporting directly to, and under the guidance of the Country Director, the Programme Manager will lead the coordination of individual projects within the country programme portfolio, ensuring effective interlinkages through leveraging and cross-leveraging of resources and joint activities; as well as oversight and monitoring of any risks and potential challenges that need to be addressed in the delivery of desired outcomes. Fostering a team environment that motivates and empowers project managers to drive implementation will be essential. Together with the country director, She/He will maintain overall integrity and coherence of the current programme and will seek resources and partnerships for continued growth. The programme manager will engage effectively with unit heads for monitoring and evaluation (M&E), finance and administration to ensure smooth operation and compliance with both Caritas Switzerland policies as well as national laws and ordinances.
Essential competencies of the successful candidate include:
· Evidence of effective leadership, interpersonal and communication skills
· Maturity through experience (minimum of 5 years within an international organization) and confidence in dealing with senior and high-ranking member of governmental agencies and international organizations
· Demonstrated English writing skills with analytical capacity and ability to synthesize lessons learned in the delivery of quality reports (internal and external) as well as within the development of funding proposals and communication material
· Demonstrate openness to change and ability to manage complexities through conflict resolution skills as well as effective mentoring
· Consistently approach work with energy and a positive, constructive attitude and remain good humoured under situations of pressure
· Thematic knowledge in areas related to climate change, agriculture and disaster risk reduction (DRR) or related fields, through academic study or professional experience, will be highly valued

Remuneration:
Competitive with salary scales for senior level (national) positions within UN agencies and other international organizations in Tajikistan based on skill sets and experience. In adhering to national laws, salaries will be paid and transferred in Tajik Somoni to a bank account in country.
