Terms of Reference / Deliverables

Under the supervision and guidance of the supervisor, the consultant is responsible for identifying, proposing, developing and coordinating, activities as well as the execution of project, in coordination with identified divisional focal points and stream leads. Will also collaborate with business stakeholders at HQ, RO, and CO levels in identifying gaps in existing products and systems, while promoting and communicating use of existing corporate data products, information systems and solutions. 

Key functions, accountabilities and related duties/tasks:

  • Establish, maintain and tracked project plan with project activities, resourcing and timeline.
  • Conduct requirement gathering sessions and document requirements, identify gaps in existing solutions and propose interventions in consultation with stakeholders and key users.
  • Support gathering, curation, validation, of detailed business requirements and feedback related to data products, solutions and desired features and functionalities from HQ stakeholders, UNICEF Country and Regional offices.
  • Coordinate multi-disciplinary and multi stakeholder team activities related to the project. Act as a liaison for business requirements and required results between business divisions and ICTD
  • Prepare communication plans, communication/outreach artifacts, project communications and presentations to senior management and other audiences.
  • Carry out change management activities, promote knowledge of data products, solutions, standardization and re-use.
  • Engagement with key staff/focal points in partner divisions to plan project delivery
  • Support divisions and divisional focal points in project activities, project delivery as necessary;
  • Any other tasks as required by the supervisor.

Qualifications

(1) Education

  • An advanced university degree (Master’s or higher) in Management, Management information systems, computer science or other related social science field.

2) Work experience

  • A minimum of eight (8) years of relevant work experience, at the national and international levels in coordination and project management working with globally distributed teams.
  • Prior field experience in Data Collection/Analysis, Monitoring & Evaluation, Reporting processes in Public Sector with humanitarian and fragile contexts.
  • Relevant experience in one or more of the following areas: emerging data sources and analytics and leveraging information for programme and policy advocacy, business intelligence, real time monitoring system and knowledge management will be an advantage.

3) Competencies

  • Ability to work remotely and collaboratively with disbursed teams in multiple time zones.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
