Background

The GBV Case Management Capacity Building Initiative (GBV CM CBI) is being rolled out by the GBVIMS Global Team to strengthen capacity on GBV case management. The overall objective of this initiative is to support country-level service providers to provide quality care, support and protection to GBV survivors, with a focus on safe, ethical and comprehensive GBV case management.

The specific purpose of this initiative is to develop and strengthen the capacity of a national pool of trainers on GBV case management and a cadre of country-level GBV actors with enhanced understanding and commitment to case management based on the recently launched Inter-agency Guidelines for Providing Care and Case Management Services to Survivors of Gender-based Violence in Humanitarian Settings and accompanying tools and training materials.

UNFPA coordinates the GBV Sub-Sector with more than 45 GBV actors including UN agencies, international and national NGOs and government ministries including the Ministry of Women and Children Affairs, and the Department of Social Services. The GBV Sub-Sector has developed a strategy and annual work plan to guide and strengthen GBV prevention and response interventions. With the support of the GBVIMS global team, the GBVSS has been providing case management capacity building to GBV partners since 2018 which led to the establishment of the first GBV case management pool of trainers. Also, to enhance services for child survivors, UNICEF and CPSS are continuously building the capacity of GBV and CP caseworkers on caring for child and adolescent survivors.

However, GBV case management capacities continue to face challenges including high staff turnover in this context. Assessment on capacity building needs that was conducted by the GBV SS, revealed the most requested trainings by GBV actors include: additional GBV case management ToT, GBV case management to IPV, early marriage and caring for child and adolescent survivors. Standardization of GBV case management tools, supervision, case management protocol, staff care, are also among the issues that have been raised by GBV actors. The limited case management capacity of service providers was also highlighted in a recently concluded GBV CM service audit that assessed 56 GBV facilities run by 16 GBV implementing partners. It is from the abovementioned gaps and needs as well as competing priorities that the GBVSS Cox’s Bazar unanimously decided to have a consultant with expertise for a period of 6 months.

Purpose of Assignment

UNICEF is seeking a consultant for six months from April to September 2021. The Consultant will be responsible for driving the successful implementation of the GBV CM CBI in Bangladesh. The Consultant will build the capacity of the national case management focal point, expand the skills and capacity of the existing pool of trainers including conducting monitoring of the implementation, mentoring, coaching and supervision as well as identifying and training additional ToT to address gaps that could be created due to staff turnover. The consultant will be guided by, inter alia, the GBV Sub-Sector, Child Protection Sub Sector, Case Management Task Force and GBVIMS Task Force. The Consultant will be directly supervised by the UNFPA GBV Sub-Sector Coordinator in close collaboration with the GBVIMS Specialist and with technical guidance from UNICEF and UNHCR.

Major Assignment:

  1. Coordination
  • Support the development of an Inter-Agency action plan with the GBV Sub Sector Coordination.
  • Hold regular meetings with the Pool of Trainers to follow up on the implementation of the action plan, availability, feedback on step down trainings, etc
  • Organize and lead regular GBV Case Management coordination meetings and provide updates during the GBV sub sector coordination meetings
  • Coordinate regularly with Case Management Task Team, working group focal points to strengthen and promote GBV prevention and response.
  • Draft inter-agency protocols and procedures (i.e. Sop) to improve practices and standards in terms of GBV case management in consultation with existing GBV and CP  coordination groups.
  • If needed, recommend changes to the Pool of trainers (i.e.. If staff is no longer available) or flag to the GBV coordination group and the GBVIMS Global Team any challenges linked to the Pool of Trainers (i.e. Staff turnover, lack of availability, etc.)
  • Attend the GBV SS, GBVIMS task force meetings, CP Case Management task force, the male engagement task forces meetings and other task forces to identify gaps and opportunities to improve GBV case management
  • The GBV CM Focal Point should work in close collaboration with the GBV coordination group as well as other sectors (i.e. Child Protection and Protection) in order to ensure synergy in approaches and standards.
  1. Capacity Building
  • Regularly meet with case management organizations (specifically Case supervisors/ Caseworkers to assess their capacity building needs.
  • Build capacity of providers in handling and providing services for child and adolescent survivor
  • Support in-person or remote delivery of step-down trainings by the Pool of Trainers. This includes following up on the disbursement of the funds (if any) to support step-down trainings. When needed, support the adaptation of the content of the training to fit the needs of the participation.
  • Coordinate the organization of remote or in-person trainings (in-depth or refresher), coaching and mentoring, in collaboration with the GBVIMS Global Team.
  • Conduct quality checks with case management organizations on tools in place to ensure quality service delivery. This includes forms, protocols and procedures.
  1. Monitoring & Evaluation
  • Maintain an updated list of the Pool of trainers (incl. contact information)
  • Collect training reports, including results of pre and post tests for the stepdown trainings.
  • Track results related to the stepdown trainings as well as capacity building of the Pool of Trainers using M&E forms.
  • Support the completion of the final evaluation of the Capacity-Building Initiative
  • Conduct field visits to assess the implementation of the GBV CM minimum standards
  1. Communication
  • Hold quarterly meetings with the GBVIMS Global Team to review the results of the GBV CM CBI and plan for the next steps.
  • Communicate with the GBVIMS Global Team any gaps identified in the present guidelines during rollout.
  • Hold monthly meetings with the GBVIMS Global Team and in-country Case Management task force (UNICEF, UNFPA, UNHCR, IRC, IOM), to review the results of the CBI and plan for the next steps
  1. End of Consultation report.

Deliverables:

  • Implementation of the GBV CM CBI in-country enhanced
  • Organizations providing GBV case management supported to meet the standards in terms of protocols and practices as outlined in the IA GBV CM Guidelines
  • Working in close collaboration with the GBV coordination group as well as other sectors (i.e. Child Protection and Protection) to ensure synergy in approaches and standards
  • Refresher ToT and follow up activities, as well as monitor the Pool of Trainers and implementation of capacity building activities completed
  • All GBV case management service providers supported through training, mentorship and coaching.
  • Monthly field monitoring of caseworkers
  • Quarterly meeting with GBVIMS global team
  • Monthly meetings with GBV SAG in Cox’s

Minimum Qualifications required:

 An advanced university degree in one of the following fields is required; Gender; international development, human rights, psychology, sociology, international law, public health or another relevant social science field, with experience in humanitarian programming is required. A first level university degree in combination with a minimum of seven (7) years of relevant work experience) may be accepted in lieu of the advanced university degree

 Knowledge/Expertise/Skills required:

  • Experience on implementing case management programs including caring for the child and adolescent survivors for at least 5 years
  • Minimum of 5 years’ experience in training or facilitation in order to form teams that can train on case management and provide “coaching”.
  • Experience in supervision of case workers
  • Demonstrated organizational skills: the ability to work independently and productively, with multiple stakeholders in a fast-paced environment;
  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between humanitarian agencies;
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multicultural environment.
  • Fluency in English
