NRC Mali was established in 2013 and is currently implementing RRM, Education, Food Security and Livelihoods, Shelter and Wash, Protection, Humanitarian Mediation, and Information, Counselling and Legal Assistance (ICLA) projects in the central and northern provinces of the country. The operational contexts always present significant legal protection needs for vulnerable displaced populations and host communities, in terms of their access to civil documentation and housing, land and property rights. Given the expansion of the ICLA program in the country and the refining of its Housing, Land and Property (HLP), and Legal Identity strategy, NRC has decided to recruit for an Information, Counselling and Legal Assistance (ICLA) Project Manager who will be supporting the field operations.
Roles and Responsibilities
- Compliance and adherence to NRC policies, guidance and procedures
- Line management of project staff and responsible for staff recruitment
- Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects
- Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
- Provide technical direction to ICLA team, and ensure high quality of projects
- Provide regular progress reports to the Area Manager and the ICLA Specialist, highlight operational successes and challenges
- Ensure that projects targets beneficiaries most in need of protection, explore and assess better ways to assist.
- Coordinate and supervise the ICLA project team and program activities such as project reports, follow-up, meetings and reports to the Area Manager.
- Coordinate preparation of work plans and progress reports for ICLA teams
- Expand and maintain NRC’s network of relevant stakeholders in all operational areas
- Coordinate establishment of client outreach, screening and identification procedures
- Coordinate establishment of case documentation management systems
- Support development and strengthening of synergies between all NRC programs
- Document case studies and best practice for facilitating secure land tenure and identity documents for IDPs
- Prepare presentations and papers demonstrating lessons learned
- Support the preparation of funding proposals
- Travel regularly to the project sites (Mopti, Tombouctou, Gao, Menaka, etc.) to support the field team
- Carry out thematic assessments in the areas of expertise
Qualifications
- Master’s Degree in Social Sciences, Law or any relevant masters in humanities
- Minimum 3 years of relevant experience within field of expertise
- Technical specific knowledge from the humanitarian sector
- Previous experience from working in complex and volatile contexts
- Experience in working independently in a results-oriented multi-tasking and multi-cultural environment
- Experience in managing staff
- Excellent command in Microsoft Applications
- Documented technical competences related to the position’s responsibilities
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in French, both written and verbal
- Knowledge of English will be a plus
- Knowledge of the context in Mali
- Political and cultural awareness and experience of working where insecurity is a major issue
- Proven skills in report writing
