Overseas Strategic Consulting, Ltd. is seeking experienced monitoring, evaluation, and learning experts for the anticipated USAID Monitoring, Evaluation, and Learning in Senegal activity. This proposed activity will complement and augment USAID/Senegal’s bilateral performance management, and more effectively disseminate learning within the Mission and to a range of local stakeholders. This Platform will advance USAID/Senegal’s commitment to program effectiveness across all sectors, and will support USAID/Senegal to make informed strategic and management decisions. The Platform will have a distinct focus on strengthening MEL capacity in the Government of Senegal, as well as sub-national state institutions, local civil society organizations, community-based organizations, and implementing partners in the country.

OSC is seeking experts with extensive experience in supporting monitoring, evaluation, and learning (MEL). Applicants should have proven progressive experience with international organizations in designing, implementing, and overseeing monitoring and evaluation tasks in complex international development contexts. A relevant bachelor’s or master’s degree and French fluency are required. Regional experience and experience implementing USAID-funded projects is strongly preferred. Positions may be full-time or short-term consultancies depending on the requirements of the project.

CVs are being collected for the following positions:

  • Chief of Party
    • Responsible for overall project leadership, management of staff and consultants, serves as primary point of contact for USAID, and provides overall responsibility for MEL activities
  • Evaluations Specialist
    • Responsible for preparing evaluation design, proposed methodology, data collection instruments, and managing evaluations
  • Third Party Monitoring Specialist
    • Responsible for leading supervision and management of TPM efforts, including planning TPM work processes, routine monitoring of TPM, and updating of TPM implementation strategy
  • GIS Specialist
    • Responsible for capturing, database management, and sharing of spatial data/information to support monitoring and evaluations field operations
  • Capacity Building Specialist
    • Design and manage capacity and learning needs assessments, curricula, and learning tools to improve MEL competencies
  • Collaborating, Learning, and Adapting (CLA) Specialist

  • Responsible for learning and knowledge management activities, including event facilitation, learning plans, and stakeholder engagement

  • Finance and Administration Director

    • Responsible for project leadership for financial management and compliance, operations, grants management, and internal controls in accordance with USAID guidance and regulations
