Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aids to vulnerable people without any discrimination in all its forms. BO is operating to response for the needs and basic requirement of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic life standards to the affected population by delivering the humanitarian aid based on the needs.
Purpose
We are looking for an objective Internal Auditor to add value and improve our operations by bringing a systematic and disciplined approach to the effectiveness of risk management and control processes. also, he/she will act as an objective source of independent advice to ensure validity, legality, and goal achievement.
Main Responsibilities
Development and execution of an audit plan
· Coordinate the intervention of auditors and / or statutory auditors on BAHAR
· Ensure the follow-up and compliance with the recommendations of the external auditors the statutory auditors, and the audit for Special Purpose,
· Participate in discussions aimed at improving audit practices and the effectiveness of internal control.
· Control operational standards so that they are applied consistently across BAHAR projects.
Development of risk prevention policies
· Develop a plan for monitoring the application of policies in the BAHAR.
· Prevention policies against corruption,
Internal Project Audit
· Reviews budgets and cost allocations when relevant to ensure compliance with organizational cost methodology standards
· Prepare and present reports that reflect audit’s results and document process.
· Examines physical and digital vouchers against applicable voucher assembly work instructions and guidelines
· Arrange for the donor and governmental audit processes and prepare audit findings memorandum
· Develop a project audit schedule for BAHAR Projects.
· Create an audit protocol in two ways: compliance with donor procedures and compliance with the International Standard on Auditing (ISA) procedures.
· Perform project audits: write a detailed report with recommendations and organize feedback.
Creation or Improvement of Procedures or Processes
· Based on audits performed, proposes improvements to internal procedures and processes.
· Reviews and develops procedures to mitigate fraud
Filling & Archiving
· Identifies physical and digital filing trends across all vouchers and makes filing process improvement recommendations, when relevant.
· Maintains a database of record-keeping recommendations and observations
· Assesses completeness of substantiating documents against contractual terms and conditions
Integrate the training of accountability into BAHAR
· Engage in continuous knowledge development regarding donor’s rules, regulations, best practices, tools, techniques, and performance standards.
· Develop and integrate a training module of accountability in BAHAR
· Create accountability tools and participate in their integration into the implementation of all projects.
· Maintain open communication with management and audit committees.
· Performs other duties and responsibilities as required
Academic Qualifications and Professional Experience & Skills:
· BS degree in Business, Accounting or Economics or relevant education.
· At least 2 year of relevant experience in Humanitarian aid projects and complicated contexts.
· Lead Audit certification from reputable certifying body required such as CIA.
· Proven working experience as an Internal Auditor.
· Advanced computer skills on MS Office, accounting software and databases.
· Ability to manipulate large amounts of data and to compile detailed reports.
· Proven knowledge of auditing standards and procedures, laws, rules and regulations.
· High attention to detail and excellent analytical skills.
· Sound independent judgement.
· Willingness to travel to location inside Syria/ Erbil.
· Willingness to work for extra hours as necessary.
