Position: Humanitarian Coordinator and Fundraiser in Afghanistan
Line Manager: Head of Programs
Working Closely With: Country Director, Head of Programs, Deputy Head of Programs, MEAL Manager, Security Team, Desk Officer
Duration: 1st April 2021 – 31st August 2021
Location: Kabul, Afghanistan with travel to Mazar-i-Shariff and various field locations

Scope of Engagement

Representation, Coordination and Business Development

  • Proactive engagement at strategic clusters, including consistent attendance, synthesizing information, identifying strategic entry points for PIN to add value and grow its reputation and humanitarian portfolio
  • Proactive networking with key emergency response and humanitarian assistance actors to identify entry points for PIN and identify where we should be focusing efforts to build value add propositions to secure partnerships or membership of consortiums
  • Proactive networking and positioning to access or establish consortia for ECHO, BHA and other institutional humanitarian donor opportunities

  • Initiate improved communication and coordination with Alliance 2015 partners in country

  • Secure PIN access to joint assessment teams of UN OCHA in PIN priority provinces

  • Improve PIN Afghanistan’s institutional understanding and knowledge of the humanitarian landscape in Afghanistan including emerging trends in needs, programming, funding trends and mid-term opportunities

  • Monitor for early indicators of emergent humanitarian opportunities and proactively pre-position PIN to be a partner of choice for other humanitarian partners

  • Work with HOP to build relationships with prospective partners for wider PIN Afghanistan programming opportunities

Project Development and Humanitarian Fundraising

  • Design utilitarian assessments that will advance PINs position as a partner of choice for humanitarian programming, and allow PIN to add value to the existing humanitarian offer
  • Conduct analysis of secondary data and reports and identify feasible and strategic project development opportunities for PIN AFG
  • Develop durable solutions concept notes that align to PIN strategic priorities the needs and context in priority provinces
  • Design emergency response and humanitarian assistance projects in line with PIN quality standards, demonstrate innovation, value for money and align to the strategic objectives of funding agency/cluster/HRP
  • Working closely with the field teams, coordination with relevant local authorities for any required approvals, etc. for assessments, program implementation, etc.
  • Should a new or increased humanitarian crisis occur, lead evaluation of PIN’s potential role and oversee any potential response

Mission Development

  • Lead the development of PIN-AFG approaches to delivering humanitarian aid to build our value-proposition and comparative advantage to other providers (e.g. CVA mechanisms, PWD, Protection, Beneficiary Selection, Distribution, cohesion and impact maximization, Humansis)
  • Substantive contributions to CP Strategy from humanitarian perspective including contributions to the development of PINs Nexus approach
  • With DHOP & MEAL team, upgrade PIN-AFG humanitarian assessment tools and quality standards
  • Design, in partnership with MEAL team and PU, strategic, utilitarian and robust research and assessments to strengthen PIN positioning and technical effectiveness

Strategy

  • Contribute to the Country Strategy related to humanitarian programming
  • Contribute to the Country Fundraising Strategy related to humanitarian programming

Security

  • Ensuring adherence to the country security policies
  • Close coordination with the CD and HQ Security Advisor and the in-country Security Manager on any potential programming, new locations, etc.
  • Inclusion of security measures, security budgeting, Do No Harm principles, Conflict Sensitive Programming lens, etc. in humanitarian proposals to help ensure the safety of the PIN team, PIN beneficiaries, the communities, etc.

Deliverables

  • Approximately 1-3 humanitarian proposals submitted
  • Securing membership of at least one consortium for upcoming ECHO, BHA or other humanitarian funding agency
  • Establishment of at least one partnership with strategic implementing partners for ER, HA or durable solutions programming
  • Contributions to the Country Strategy and Fundraising Strategy related to the humanitarian context
  • Handover meetings & document at the end of the assignment summing up work completed (including handover of relationships/contacts of relevant donors, partners, clusters, etc.)

Requirements

Essential

  • Education: Master’s Degree
  • 2-3 years humanitarian project development, fundraising and senior management experience in Afghanistan
  • At least 5 years’ experience in the emergency and humanitarian assistance sector including project development and delivery
  • Substantive experience designing ER, HA and durable solutions projects/programmes for key strategic donors including BHA (OFDA), AHF, ECHO, BPRM, GAC and/or others, in line with project cycle management standards
  • Proven success in fundraising efforts and securing emergency and humanitarian funding
  • Proven understanding and ability to interact with the UNOCHA Cluster system
  • Proven understanding of access considerations and how to build these considerations into fundraising efforts and project design
  • Substantive knowledge of recent and emerging emergency and humanitarian trends, approaches and methods including but not limited to protection, and accountability
  • Deep understanding of and proven adherence to Core Humanitarian Standards and ensuring their integration into all aspect of project design, start up, implementation, close and post-implementation monitoring
  • Proven understanding of duty of care and safety and security considerations in fragile and conflict affected contexts.

Desirable

  • Education: Master in Social Work/social sciences
  • Experience of working in Northern Provinces of Afghanistan
  • Have had prior HEAT training
