Position Title: Project Coordinator (IBM)

Duty Station: Antananarivo, Madagascar

Classification: Professional Staff, Grade UG

Type of Appointment: Special short-term ungraded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Madagascar became a member of IOM in 2001, and IOM has a presence in Madagascar since 2014. Main activities in country to date have evolved and related to the preparation of National Migration Profile, direct assistance to vulnerable migrants, as well as provision of technical support and advisory to the Government of Madagascar (GoM) in the fields of Counter-Trafficking; Labour Migration governance; Migration, Environment and Climate Change; Diaspora engagement; Immigration and Border Management (IBM); Community Stabilization/Displacement Tracking Matrix (DTM); and Migration and Health. For the implementation of its the IBM programme, through which IOM provides technical support and capacity building to key border agencies, IOM is recruiting a Project Coordinator.

Under the direct supervision of the Chief of Mission, the successful candidate will be tasked to coordinate and spearhead the daily implementation of the activities and programs led by the Mission in IBM work area.

Core Functions / Responsibilities:

  1. Coordinate and oversee the implementation of IOM Madagascar’s IBM portfolio through effective programming and planning.

  2. Monitor the progresses against projects objectives, projects deliverables, and projects benchmarks, and prepare narrative and financial reports in accordance with donor’s requirements, IOM regulations, and established procedures.

  3. Monitor the financial management for all activities implemented under the IBM program undertake financial analysis of the portfolio and make recommendations on budgets execution.

  4. Coordinate and implement portfolio activities in close coordination and collaboration with partners, stakeholders and beneficiaries including the government, UN agencies, non-governmental organizations, and the private sector.

  5. Liaise with and act as IOM focal point to relevant government technical counterparts such as the Customs, the Border Police, the Gendarmerie, the Port Authority, the Public Health services at ports and airports; and represent IOM in relevant forums and coordination groups as delegated by the Chief of Mission.

  6. Ensure the timely recruitment of international/national contractors and service providers, consultants and/or experts required for the implementation of the projects, in accordance with IOM’s procedures and regulations.

  7. Coordinate and organize assessments, trainings and capacity building sessions for government stakeholders and partners on border management in close coordination with relevant Units at the Regional Office and Headquarters.

  8. Identify constraints and obstacles to the implementation of projects assigned, propose solutions and/or consult the Chief of Mission in a timely manner.

  9. Ensure adequate information management of projects activities including awareness-raising, regular updates, press releases and production of other relevant communication and visibility materials and contribute to project development efforts.

  10. Undertake duty travels within Madagascar and abroad related to projects activities as required.

  11. Supervise and mentor staff assigned to the projects.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations/Development, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Familiarity with border management concepts;

• Experience in managing and implementing projects and/or programmes;

• Experience with project development & management and liaison with governments, UN agencies and international cooperating partners.

Skills

• Familiarity with migration-related topics;

• Advanced French and English writing, communication skills;

• Ability to quickly and effectively collect, analyze and present data;

• Computer/software literate, preferably knowledgeable in Microsoft Office.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
