GENERAL DESCRIPTION
USAID’s Bureau for Global Health supports health programs in partner countries, advances research and innovation in areas relevant to overall Agency health objectives, and transfers new technologies through its own programmatic work, coordination with other donors, and a portfolio of grants. Global health is a global good with consequences that not only affect the people of developing nations, but also directly affect the interests of American citizens.
This position is located within USAID’s Bureau for Global Health, Office of Infectious Disease, (GH/ID) Global Health Security portfolio, and will primarily contribute towards implementing the Agency’s Global Health Security Agenda activities. The Global Health Security Agenda (GHSA), an essential element of the United States Government’s Global Health Security Strategy, focuses on preventing, detecting, and responding rapidly and effectively to outbreaks. The GHSA implements a multi-sectoral and multilateral approach to accelerate progress toward implementation of the International Health Regulations, the legally binding instrument adopted by 196 States Parties that set requirements for public health emergencies of all types. Ultimately, GHSA seeks to achieve a world safe and secure from infectious disease threats, whether naturally occurring, accidental, or deliberately released.
The GHSA Public Health Advisor will serve in the Bureau for Global Health, Infectious Diseases Office, Emerging Threats Division (GH/ID/ETD) supporting the Global Health Security Strategy (GHSS) and reporting to the USAID Global Health Security Agenda (GHSA) Team Lead. The Advisor will serve as a member of the GHSA core team and serve as the lead in the GHSA country programming process. As part of this task, the incumbent will provide technical assistance and operational guidance to country programs and ensure that these programs align with the overall objectives of the initiative and are appropriate to the country context. The officer will also help the USAID GHSA Team Lead design new technical and country programs that broadens USAID’s impact on global health security. He/she will also provide program planning and thorough technical review of country projects and mechanisms and support the GHSA budget process.
Providing technical assistance to USAID on program introduction, implementation and/or policy.
* Ensure effective outreach, communication, and implementation of GHSA processes within the ETD team and the GH Bureau in coordination with GHSA leadership.
* Develop and support regular updates for senior leadership to effectively and efficiently implement the GHSA.
* Guide implementing partners on technical areas related to GHSA, such as risk communication, behavior change communication, emergency supply chain management, zoonotic diseases and other GHSA Action Package areas.
* Participate in the development and implementation of broad programs based upon new or revised legislation.
* Provide support to the development of new program objectives to facilitate the achievement of new and/or existing Agency/USG goals.
* Ensure programming is consistent with the current guidance, benchmarks, funding levels, and pipeline guidelines.
Provide guidance and expertise, including assisting with the preparation and/or review of strategies and program plans to address policy and implementation issues at the global level.
* Facilitate the development of strategies, plans, program guidance, and dissemination of results for Agency-wide application and incorporation into public health programs.
* Liaise with ETD and other parts of the agency (FM, P3, OAA, GC, IG, etc.) and interagency (DOD, HHS, CDC, State, etc.) on all issues related to the day-to-day business of GHSA Implementation.
Serving subject matter expert to USAID and its partners.
* Serve as a subject matter expert to USAID and its partners on the Global Health Security Agenda portfolio.
* Represent ETD at GHSA regular meetings, briefings, and/or presentations within USAID, USG interagency, and international partners as appropriate and in coordination with GHSA senior leadership.
* Participate at GHSA multilateral meetings, such as GHSA Steering Group meetings Ministerial events, and GHSA 2024 planning calls and meetings.
* Serve as a technical advisor on the Global Health Security Agenda portfolio, including on Administration/National Security Council policy directives and the USG interagency policy and implementation approach.
* Track and monitor programs and provide regular updates.
Reviewing and synthesizing information about USAID programs and recommending adjustments in program direction as needed.
* Contribute to efforts to develop and assess technical program approaches for preventing, detecting, and containing outbreaks as related to the Global Health Security Agenda including the technical and operational coordination of USAID field Missions, cooperating agencies, host countries, and NGOs.
Assessing current medical and public health literature, clinical and international guidelines, and providing recommendations to USAID.
* Keep abreast of new developments and emerging issues that affect USAID’s technical priorities via literature review, attendance at technical meetings and workshops, and participation in relevant training events, and formulate recommendations for responses to these developments and share with colleagues and, as appropriate, regional missions.
Contributing to the routine work, including providing technical updates, briefers and other documents that describe USAID’s activities, research and progress; preparing portfolio reviews and reports; reviewing documents such as annual reports and operational plans; and preparing responses to Q&As and other requests for information.
* Contribute the development of responses to ETD/GHSA-related taskers, cables, Bureau-specific briefings, non-papers, and other short-fuse informational/analytical program relevant requests as needed in coordination with GHSA senior leadership.
* Support USAID Health technical advisors/regional coordinators to draft, edit and prepare relevant documents, including the Annual Performance Reports (PPR), Country Operational Plans (COPs), Quarterly GSHA Reporting, Project Activity Documents (PAD), Evaluations and other processes
Assisting countries in developing their capacity to plan management activities.
* Provide country backstopping support to GHSA country teams and ensure that GHSA efforts are fully reflected in roadmaps, annual workplans, and other related program planning tools to assure USG assets are leveraged to the greatest extent possible.
* Provide technical and programmatic assistance to Missions, in collaboration with other technical team members, on global health security project and program activities, specifically, as it relates to the Global Health Security Agenda and other USAID or partner related activities.
* Provide support to USAID field programs in the design, evaluation, and implementation of global health security project and program activities.
* Review and provide guidance to Missions and other global health security country program managers on health program scopes of work, strategic plans, and related health program statements.
* Provide specialized expertise and analysis support to individual country programs in program planning, monitoring, and review.
* Conducts regular consultation for country backstops and teams on new guidance, technical and programmatic policy relevant to global health security program implementation.
Assisting international and local partners at the country level.
* Provide technical assistance and support to country and regional-level activities and initiatives, as required.
Providing technical advice to ensure that country programs are consistent with current practice, international standards and recommendations.
* Liaison between the ETD team, Agency leadership, GHSA Mission staff, other USAID teams working on GHSA, and the USG interagency GHSA teams on overall status, new or revised policies and procedures, and overall day to day implementation.
* Engage with the interagency planning and analysis process at headquarters and in-country in connection with prospective changes in USG policies, and programs.
* Proactively identifies and participates, along with leadership, on relevant partner coordination and planning discussions on relevant global health security programming to define opportunities for coordination and accelerating progress.
Contributing public health expertise and participating in working groups and task forces.
* As needed, participate in technical working groups such as supply chain, outbreak response and health data management.
* Serve on interagency technical working groups contributing to USG global health security policy/strategy formulation and implementation.
* Serve on USG policy formulation task teams on behalf of USAID.
* Participate in global forums, as part of a broader USG delegation, developing recommendations, new standard operating procedures, and strategies for refining, improving implementation and structure of global health security initiatives.
* Convene and participates in working groups with internal and external stakeholders to address implementation and overall policy issues and processes both internally and within the wider global partner community.
* Master’s degree and 7+ years’ relevant experience or equivalent combination of education and experience.
* Expertise in the fields of public health, animal health, infectious diseases or related fields.
* Experience managing USAID grants, contracts, or cooperative agreements.
* Knowledge of the USG’s Global Health Security Agenda (GHSA) programming, particularly the country-level programming.
* Communication skills to convey complex information to multi-cultural, non-technical and technical audiences with diverse views.
* Skill in applying innovative and independent thinking, planning and problem solving.
* Must be a US citizen.
