BACKGROUND
UNICEF, Generation Unlimited and GIGA are coming together under the Reimagine Education umbrella initiative to radically scale-up digital learning solutions which work for the most marginalized children and young people. The initiative aims to connect every child and young person to world-class digital solutions that offer personalized learning to leapfrog to a brighter future. To ensure evidence-based planning, implementation and improvement of the Initiative, UNICEF is looking for a consultant to conduct monitoring and evaluation of digital learning and other relevant tasks.
Terms of Reference / Deliverables
1. Support country offices to design and implement their M&E for Reimagine Education programmes.
2. Support global and regional activities in promoting digital learning, such as presentations, proposal writing, etc.
3. Support the integration of digital learning in education sector planning.
4. Work with UNICEF headquarters teams (Data & Analytics, Early Childhood, Education in Emergencies, Office of Innovation, etc.), Office of Research, UNICEF country/regional offices and partner institutions on harmonized reporting of digital/remote learning.
5. Support the development and implementation of the monitoring framework for the Reimagine Education Initiative, including a global guidance on monitoring digital learning.
6. Map digital learning solutions in terms of usage, content, quality and cost/financing.
7. Generate and update data about readiness to and progress of Reimagine Education, such as the status-quo of pedagogical-related internet connectivity in schools.
8. Other duties and regional/country support upon request of the supervisor and senior management.
Qualifications
1) Education
- Master’s degree in Economics, EdTech, Statistics or other social science disciplines
2) Work experience
- At least 5 years of work experience in monitoring & evaluation or quantitative research in the field of education, education technology or relevant areas.
3) Competencies
- Proficiency in MS Excel. Knowledge of Excel macros an asset.
- Proficiency in at least one statistics software (e.g. R, SPSS, STATA)
- Good communication and writing skills in English.
Acquaintance with ICT or telecom industry an asset.
Requirements:
- Completed profile in UNICEF’s e-Recruitment system. Upload scans of your academic credentials (university diplomas and other certificates).
- Financial proposal in the form of a daily rate in US dollars.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage. When calculating your rate, please take into consideration the fact that you will have to pay for your own medical coverage for the duration of the contract and factor that into your daily rate.

- No travel will be conducted under this consultancy. The consultancy will be 100% remote, and no travel to New York will be required. Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
