Who are we?
The British Embassy in Kyiv is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for a Economic Recovery Programme and Policy Manager to join our dynamic team, delivering high-impact programmes in a challenging yet rewarding environment.
Main purpose of job:
You will lead delivery of the UK’s flagship economic recovery programme, Triggering Investment, Growth and Economic Recovery (TIGER), valued at £160m over 4 years. TIGER supports Ukrainian SMEs and entrepreneurs through loans, grants, and technical expertise, with a particular focus on the following regions: Chernihiv, Dnipro, Kharkiv, Kherson, Mykolaiv, Odesa, Sumy, and Zaporizhzhia.
In this role, you will work closely with a wide range of implementing partners, including international financial institutions (e.g., IFC/World Bank), international NGOs, and academic institutions. You will also coordinate with colleagues in Kyiv and the UK Headquarters to deliver this complex programme.
We are looking for a motivated, pro-active individual who understands the importance of value for money, is able to identify and respond to programme delivery risks and can demonstrate adaptability in a changing environment. This role will provide you with the opportunity to develop programme and financial management skills alongside experience of stakeholder management, monitoring and evaluation of programme results, and risk management.
This role is a cover for the current job holder to take maternity leave. The duration of the contract may be extended if the job holder decides to extend the maternity leave.

Roles and responsibilities:
- Lead the programme cycle management, ensuring timely activity planning and reporting in line with the FCDO Programme Operating Framework.
- Engage with key delivery partners in Ukraine and in the UK, including suppliers and beneficiaries, ensuring compliance with financial agreements, with FCDO processes and best practise.
- Provide quality assurance of deliverables through effective monitoring of quarterly and annual financial and narrative reporting, project progress, and compliance with FCDO standards on safeguarding, fraud, results and monitoring.
- Collaborate with the wider programme team and specialist advisors (commercial, finance, private sector etc) to ensure coherent delivery, integration of learning and dissemination of lessons across the portfolio.
- Contribute to wider team priorities, including work on infrastructure and economic recovery programmes as well as visits and events.

Our Ideal Candidate shows:
- Proficiency in English and Ukrainian (both written and spoken, minimum of C1 level for CEFR framework*).
- Programme and project management experience. Resilience to manage multiple projects concurrently, with the ability to research, benchmark, scope, design, implement and evaluate project delivery to tight deadlines.
- Commercial understanding: maintaining a value for money focus throughout the life of the programme and adopting a commercial mind-set to ensure all activities and services maximise the impact of taxpayer money.
- A proactive approach and a focus on continuous improvement of service, with an appetite to work with others to simplify processes and improve efficiency.
- Strong programming skills, able to digest and process information from multiple sources to establish or inform advice and/or decision making including from reporting of partners.
- Strong interpersonal skills able to work effectively and empathetically with a team split across locations, and to engage with a range of partners, including civil society organisations, businesses, Ministries, international financial institutions and other development partners.
- Experience of managing budgets.
- Maintaining a wide network of stakeholders to maintain and improve programme delivery including holding partners to account. Experience of working in collaboration with international and multilateral institutions, CSOs and the private sector.

Nice to have:
- Knowledge of economic development, international financial institutions such as the World Bank and EBRD, and broader international economic development policy. Understanding of the Ukrainian financial and capital markets is beneficial.
- Concept of general donor standards on reporting, safeguarding and financial management – learning and development opportunities to grip UK specific guidelines and regulations will be available on the job.
- Experience of gender equality and social inclusion mainstreaming at all stages of programming cycle, including key M&E stages such as results framework design and evaluation.
- Experience of working in an international organisation
- Degree or Master Degree in Economic Policy, Business Development or related field of studies.

This is a full-time, fixed-term contract for a minimum period of 1 year for a maternity leave cover, for 40 working hours per week including 1 hour per day for lunch.
The start date mentioned in the advert is just an expected start date. The appointment can start earlier or later depending on several factors.

Staff recruited locally by the British Embassy in Kyiv is subject to Terms and Conditions of Service according to local Ukrainian employment law. This is an official employment, and the salary is subject to official tax; currently 23%. The salary is a set rate and there are no additional allowances on top.
