The British Embassy Kinshasa is recruiting an Executive Officer (EO) project officer to coordinate and support project and service delivery across a range of corporate areas such as estates, information technology, finance, audit, food hygiene, health and safety.
The Project Officer will be expected to work flexibly across different goals and thematic areas to meet evolving business needs as the Embassy works through FCDO 2030 changes. This may include supporting cross-team priorities and adapting responsibilities as required.
This role provides critical administrative and coordination support to corporate teams, contributing to the safe running of our estate, and ensuring compliance with FCDO corporate policies, systems, and procedures.
The EO Project Officer will work closely with the Corporate Services Manager, the Director Corporate services, and Performance Effectiveness and Risk Lead. Day to day the role will require liaising with technical leads on estates, information technology, finance, audit, food hygiene, health and safety. The role will also need to work with regional finance, HR and procurement hubs to ensure effective delivery of our corporate agenda.
Change and Programme / Project Managment
- Maintain accurate and timely data on changes and projects, following FCDO processes, and obtaining approvals within agreed timelines.
- Input and maintain project delivery records, risk registers, delivery plans.
- Ensure health and safety, hygiene and other is considered in all work.
- Ensure information and records are stored appropriately in our systems, working closely with the Information Manager.
Financial and Compliance Support
- Profile budgets to reflect realistic monthly spending plans and engage teams to update forecasts.
- Monitor and manage financial variances to meet budgetary and FY targets, escalating issues as required.
- Scrutinise and process invoices, manage requisitions, and ensure compliance with financial rules.
- Provide accurate financial returns and follow up on audit issues.
- Manage asset in line with FCDO policy, including periodic spot checks and disposal submissions.
- Report fraud concerns promptly and manages compliance with investigation protocols.
Coordination, Commercial and Administrative Support
- Support procurement and commercial engagement processes, including managing POs, and ensuring timely contract amendments, prompt payment of services, compliance with FCDO policies.
- Assist with early market engagement with suppliers, service delivery terms of reference, and contract negotiations as required.
- Organise and record meetings with key stakeholders, including performance reviews and follow up actions.
- Take active responsibility for continuous improvement and professionalism in corporate service delivery.
The Embassy has a multi-million dollar operating budget and has a number of ongoing and planned corporate programmes in its portfolio.
The post holder will have to support corporate team leaders in the delivery of these resources, working flexibly as business needs change
You will be responsible for working with other staff across the corporate delivery on the effective management of a range of budgets and working with the Corporate Services Manager, Director of Corporate Services, and Performance Effectiveness and Risk Lead on effective delivery.

• Recent and proven project delivery experience
• Minimum five years experience in project delivery
• Evidenced project delivery qualification
• Experience of working in international settings
• Ability to or willingness to learn to explain and navigate FCDO financial systems and other programme management tools.

• Ability to deliver at pace, and excellent team player.
