Background
The Institute for International Law of Peace and Armed Conflict (IFHV) of the Ruhr-University Bochum is one of the leading academic institutions in Europe for teaching and research in the context of humanitarian crises. Within the framework of a consortium project with the umbrella organization of development and humanitarian non-governmental organizations in Germany (VENRO), the IFHV will organize more than 20 advanced training courses for employees of German humanitarian NGOs. The project is funded by the German Federal Foreign Office.
On behalf of the IFHV, the Academy of the Ruhr-University intends to commission external service providers to design and conduct two advanced training workshops that constitute a “Starter Package for New Staff” in humanitarian action. The training package is aimed at new employees of humanitarian non-governmental organizations without previous experience in humanitarian aid, career changers from other professions, students and graduates who are planning to enter the field of humanitarian action, as well as employees of diaspora organizations who want to become active in humanitarian aid. The courses should either be held in English or German and will be promoted and conducted under the umbrella of the academy for humanitarian action (aha). They are planned as face-to-face events in Bochum, Germany, but should be able to be switched to a purely online format depending on the pandemic situation.
We welcome written proposals to provide the services described below by email no later than 04/25/2021 at 12:00 noon (CEST). You are welcome to bring in additional external speakers. You may submit a proposal for one or both training sessions. Please submit a separate offer for each event.
Description of Services
To improve the quality of humanitarian NGO programs in Germany, the IFHV offers a series of training courses on various topics related to humanitarian aid. For more information on past and planned courses, please visit https://aha-trainings.de/courses.
Training package: “Starter Package for New Staff” (a total of two training courses of three days each)
The humanitarian labor market is currently characterized by high growth and rotation. Many new staff members have degrees in related fields such as social sciences, anthropology, geology and medicine and have little or no previous experience in humanitarian aid. For this reason, most organizations face the task of teaching their new staff the most important basics in humanitarian action. The training package “Starter Package for New Staff” consists of two training sessions. It is planned that, if possible, the same participants attend both events.
1) Training: Basics of Humanitarian Action (3 days)
Place and time:
Bochum, Germany, preferably in September 2021, full day
Learning targets:
a. Participants will learn the basics of international humanitarian law.
b. They know the humanitarian principles and can apply them to practical examples.
c. They are able to critically reflect on the basics they have learned.
Brief Description:
Participants will learn the basics of humanitarian assistance. Special attention is given to international humanitarian law and humanitarian principles. Based on case studies, participants will be able to actively engage with different situations in which humanitarian principles play a central role and/or are at risk.
2) Training: Basics of the Humanitarian System (3 days)
Place and time:
Bochum, Germany, preferably in February 2022, full day
Learning targets:
a. The participants know the most important actors in humanitarian aid.
b. They know the coordination mechanisms of the humanitarian system.
c. The participants are familiar with the most important quality standards in humanitarian aid.
d. Participants are familiar with the main funding mechanisms.
e. They are able to reflect critically on the content they have learned.
Brief Description:
The humanitarian system is highly complex and not easy to navigate for newcomers to humanitarian action. Participants will receive an introduction to the most important basics of the humanitarian system. The central actors are introduced as well as coordination mechanisms, different forms of financing and basic standards and obligations of humanitarian aid.
Services to be provided
1) Planning: Conceptual planning of the training courses for 20 to 25 persons each. Preparation of a detailed plan of procedure (approximately two DIN A4 pages) from which the contents, methods and goals of the individual parts of the training course can be derived. The schedule should include both individual inputs and interactive elements, including the exchange in small groups of participants. It should display as much practical relevance as possible. Methodological diversity in the implementation is desirable. The conceptualization of an (optional) final examination for participants who wish to obtain a certificate from the academy for humanitarian action should be considered in the offer. Both trainings are planned as face-to-face events in Bochum; however, in view of the dynamic developments in the context of the Corona pandemic, the possibility of switching to a purely online format in the short term should be considered. All logistical planning matters (registration management, technology) will be handled by the IFHV and are not part of this call for proposals.
2) Implementation: Professional input and independent moderation of the entire training. Support services by an IFHV-employee is possible during the training by arrangement.
3) Documentation: Creation of a photo documentation and a short summary (max. 5 pages) of the most important inputs and discussion points of the training.
All services are provided in close consultation with the responsible IFHV employee. Frequent exchange on the conception and documentation of the training (by e-mail and telephone) are part of the service provision and are not remunerated separately.

2) The deadline for submitting tenders expires on April 25, 2021 at 12:00 noon.
3) The tender should separately present the costs (with and without VAT) and daily rates for the service areas 1) planning, 2) implementation, 3) documentation.
4) Please add a written sketch of the schedule (with a suggested title) to the offer, which shows the content, methods and goals of the event (max. two A4 pages). The goals formulated in your offer may deviate from the goals listed here if this appears sensible from your point of view.
5) Please also send us the curriculum vitae of all speakers, showing relevant work experience (in terms of content and methodology), as well as a short profile description for the promotion of the event.
6) The decision to award the contract will be made on the basis of the costs (50%) and the quality of the tender (in terms of fit of the individual elements of the schedule to the objective, feasibility of the approach and variety of methods) (40%), as well as the experience in conducting training in humanitarian aid (10%).
