Main purpose of job:
The Economics and Social Policy team leads the Embassy’s engagement on economic, financial services, and social policy issues, promoting UK interests in the US and informing UK policy development.
We seek an economist to advise and lead a portfolio supporting the UK’s economic growth mission, including economic, health, education, workforce, and housing, with a focus on identifying opportunities. The candidate should bring strong policy, leadership, networking, and analytical skills, and be adaptable to changing priorities.
Responsibilities include developing and coordinating UK economic, health, and social policy engagement with the US, setting strategy, and providing leadership at Federal and State levels. The role involves preparing reports on US developments in economic, health, education, workforce, and housing, and assessing their implications for UK policy.
The ideal candidate is creative, collaborative, confident, and flexible, able to deliver priorities at pace and support colleagues. experience in economic policy, particularly in health and social policy, in the US and/or UK is preferred.
Roles and responsibilities:
- Lead and coordinate a policy portfolio (economic, health, education, workforce, and housing) across the Embassy that identifies opportunities in the US to advance the UK’s economic growth mission, with a focus on the health and social policy portfolio. This includes bidding for and managing project funding and delivery in support of these goals.
- Advocate for UK policy interests with a range of US decision-makers, engaging proactively to identify opportunities to promote UK policy interests at Federal, State, and city level.
- Develop and maintain a wide range of contacts within Congress, government, industry, and other organisations. Represent the UK at relevant events (seminars, official functions etc.) around DC and the US network.
- Plan and drive forward a coordinated programme of UK-US collaboration to include knowledge exchange on policies, working creatively to broaden US domestic support for relevant priorities, and aligning UK and US positions on relevant issues.
- Work closely with colleagues in other teams across the US Network to develop strategies that deliver cross-UK Government priorities.
- Shape UK policy through rapid, insightful reporting on US policy developments for senior officials in the Embassy and UK Government, synthesising US policy developments that are relevant to the UK-US economic relationship.
- Contribute proactively to UK policy discussions and advise Embassy Counsellors and the British Ambassador to the United States on relevant policy developments;
- Support cross-US and Embassy teams to think outside the box and identify new opportunities for UK-US collaboration.
- Lead and deliver visits to the US by senior UK Ministers, officials and parliamentarians, and deliver on other projects.
- Handle requests for advice and information from UK and US Government.
- Support the team’s wider events calendar and projects portfolio, identifying opportunities to progress UK social policy objectives through visits, roundtables and receptions and leading on organising these.

Essential on arrival:
- Academic background in economics, economic policy or a closely related field.
- A minimum of 2 years’ experience working in economic growth, social policy or related field in a government, commercial or civil society setting.
- Ability to form networks with relevant stakeholders in Government, Congress, think tanks, industry, and NGOs.
- Ability to represent the Embassy at external meetings and win the confidence of senior US and UK officials, business leaders, and other stakeholders.
- Excellent communication – able to write quickly and engagingly for expert and non-expert audiences, and to explain complex issues effectively in writing and in person.
- Ability to work independently, with an enthusiastic approach to work, and ability to proactively identify opportunities and drive them forward.
- Flexibility in a team setting, with strong interpersonal skills, and an ability to work well with others – including remotely – to win support and deliver results.
- Ability to travel occasionally and work flexibly if required.

You must have the right to live and work in the US in order to take up this role, whether in your own right or as a dependant, and be able to demonstrate that when required. Core Hours/Hybrid Working
While many jobs in the US Network are able to offer flexibility in terms of working hours, core business hours are 09:30 to 15:00 (in the local time zone) Monday through Friday.
Employees will be expected to work from office full-time during the first 90 days of employment. After this time employees may work from home no more than 40% of the working week, subject to operational needs.

Unique Tax Rules
Please note that the tax arrangements imposed by the US on staff working for foreign governments, as well as those imposed by the UK Treasury on British and dual nationals working for the UK Government overseas, are atypical. The UK Government cannot withhold taxes (including FICA) on behalf of a US taxpayer. Instead, a US taxpayer is required to file taxes as if they are self-employed, and a FICA allowance is granted for those required to pay the employer contribution. Certain categories of staff (for example dual UK-US nationals and some visa holders) who work at Consulates General are not subject to US taxes. For those not subject to US taxes the UK Government reduces gross pay to a level broadly equivalent to taxed net pay. There are also social security implications for dual UK-US nationals. Please keep all this in mind when looking at the salary and the benefits package.
