Introduction

The Pacific Digital Economy Programme (PDEP), led by UNCDF supports Pacific Nations in building safe and inclusive digital economies. As online services expand, rising cyber risks highlight the need for stronger public awareness, cyber safety skills, and curriculum development. In line with the Cook Islands National Digital Strategy and e‑commerce goals, this tender seeks a qualified local vendor to develop and deliver a culturally relevant cyber security curriculum and training programme that strengthens public resilience and builds trust in digital payments and e‑commerce. UNCDF invites proposals from private sector entities registered in the Cook Islands.
