Introduction
UNDP Bhutan is seeking proposals from eligible and qualified national (Bhutanese) consulting firms to submit their proposals to Develop a comprehensive capacity-building package to prepare climate change project proposals based on national climate priorities
The scope of this assignment entails reviewing the key priorities included in the NDC 3.0 document and LTS 2025 with an eye on building in house capacities through identification of key climate funding windows and building capacities of private sector bodies, BCCI, CSOs/NGOs and Government agencies to write project proposals for accessing climate finance. The ultimate objective is to expedite implementation of key mitigation measures included in the NDC 3.0 while parallelly achieving other co-benefits such as enhanced employment avenues, just energy transition, environmental protection, higher economic growth and overall climate resilience.
Proposed trainings will focus on resource mobilization, including e.g. hands-on feasibility studies (e.g. on EV freight, alternative modes of transport, waste heat recovery, refuse derived fuel) and proposal writing that will support priority actions identified in the in the resource mobilization plan for the NDC, NAP and LTS. The firm will be tasked with relevant resource mobilization activities or any relevant research and data production or policy coherence activities, etc.
The consulting firm will work closely with the Institution hired separately to develop proposal development training and roll out key stakeholders identified under section III B. This is anticipated to help enhance capacities of the institution to roll out such training in future and helps institutionalize national capacities to improve resource access and mobilization.
III. KEY TASKS
– Review and investment needs assessment
– Review Bhutan’s NDC, LTS 2025 to identify key priorities on climate change adaptation and mitigation.
– Recommend potential sources of climate finance to implement the prioritized actions fuel), and build capacity for project proposal development (like climate finance matchmaking).
– Identify and develop training modules on proposal writing, thematic areas, and process for project proposal submission to various climate finance windows.
– Design appropriate capacity building sessions for institutionalizing capacities and improve resource access and mobilization to fund critical climate actions- including development of guidelines/online curriculum.
– Train academics to roll out the dedicated workshops for stakeholders specified under section B below.
Capacity Building on proposal writing
– Design training programme especially targeting key officials from Government agencies and representatives from BCCI, Private sector (Association of Bhutanese Industries, Hotel association of Bhutan, Association of Bhutanese Tour Operators etc.), BTFEC, CSOs/NGOs, Women Groups (eg. Bhutan Association of Women Entrepreneurs) and academia on writing proposals for accessing climate finance.
