Introduction
- Prepare a rapid baseline analysis, legal and policy scan, and risk and finance screening to inform a go/no-go management decision.
- If the decision is positive, produce a consolidated package aligned with international REDD+ standards, centered on MRV readiness1, and structured into three parts:
- Design robust MRV, Forest Reference Level (FRL), and Safeguard Information System (SIS) roadmaps, including detailed timelines, milestones, and responsibilities for MRV components.
- Outline capacity-building needs and plans, benefit-sharing mechanisms, governance structure and roles, grievance redress mechanism (GRM), and budget allocations for MRV system establishment.
- Based on feasibility and strategic analysis, propose priority geographic and thematic areas for REDD+ implementation.
The evaluation method and evaluation criteria are described in Anexx 1 and 5 of the RFP document and will follow the structure of:
☒ Highest Combined Score (based on the 70% technical offer and 30% price weight distribution)
☒ Full acceptance of the UNDP Contract General Terms and Conditions (GTC). This is a mandatory criterion and cannot be deleted regardless of the nature of services required. Non-acceptance of the GTC may be grounds for rejecting the Request for Proposal.
